The State Water Resources Control Board (State Water Board) Executive Director issued a water
quality certification (WQC) pursuant to section 401 of the Clean Water Act and a Notice of
Determination (NOD), in accordance with CEQA. The WQC and the NOD are enclosed. The WQC,
the NOD and the Initial Study/Mitigated Negative Declaration (1S/MND) are also available on the
Division of Water Rights (Division) web site at:

If you cannot access the documents online, the IS/MND, NOD, and WQC are available at the State
