Oroville Wildlife Area Property Exchange
Butte County

The Department of Fish and Game (DFG), through the Wildlife Conservation Board (WCB), is involved
in a land acquisition program that is focused on the long-range protection and enhancement of habitat
for fish and wildlife. Possible sites for acquisition are identified by the DFG in response to public
interest, legislative mandate and departmental goals.
This letter is to advise you that the WCB will consider the acquisition of fee title to 70t acres of wildlife
habitat near Larkin Road, on the west side of the Feather River near Oroville, in Butte County
(Assessor Parcel No. 030-540-013). The exchange parcel represents an in-holding in the wildlife area,
whose development could severely impact the DFG's existing management of the State's property.
The County has recently transferred the parcel to the Feather River Recreation and Park District
(FRRPD) for the purposes of the contemplated exchange with the State. In return, DFG will be
transferring 100± acres on the east side of the river, in the vicinity of Oro Dam Boulevard (Assessor
Parcel No.'s. 035-280-005, 035-280-006, 035-330-001 and 035-340-045). The State property has been
managed under agreement by FRRPD since 2001, and is adjacent to property already under the
ownership and management of the FRRPD. The proposed transfers will make management of both
properties more efficient and cost-effective and assure that continued public recreational opportunities
are maximized.
This proposal is scheduled for the September 8, 2009, Board meeting. A copy of the preliminary
agenda is enclosed for your review. A full agenda will follow within two weeks. You may view all

6. Honey Lake Wildlife Area Pipeline , $0.00
Scope Change, Lassen County
To consider a change of scope for a cooperative project with Ducks
Unlimited, Inc., and the Department of Fish and Game, to allow for the
installation of an additional 4,500±feet of pipeline to improve water
delivery to 85-± acres of uplands and 80± acres of wetlands habitat on the
Fleming Unit of the Department of Fish and Game's Honey Lake Wildlife
Area in Lassen County.
7. Oroville Wildlife Area Exchange, $0.00
Butte County
To consider a proposed exchange between the Department of Fish and
Game and the Feather River Recreation and Park District, involving a
100± acre portion of the Department's Oroville Wildlife Area on the east
side of'the Feather River, and 70± acres of the District's holdings on the
west side of the river, to make management of these properties more
efficient and cost-effective and to assure continued public recreational
opportunities including public fishing access near the City of Oroville in
Butte County.
8. Yolo Bypass Wildlife Area (Presentation), Informational
Yolo County
The Department of Fish and Game will give an informational presentation
on the 15,8301 acre Yolo Bypass Area, located in the north Delta within
the Yolo Basin, a historically significant wetland area in the California's
Central Valley. The success of the Wildlife Area is the result of a
collaborative effort by many partners, including the.Department of Fish
and Game, the Yolo.Basin Foundation, and the Wildlife Conservation.
Board.
9. Closed Session NIA
The Board may meet in closed executive session pursuant to California
Government Code Section 11126(e)(1) to discuss pending litigation,
Friends of the Northern San Jacinto Valley v. California Department of
Fish and Game, Wildlife Conservation Board, et aL, Riverside County,
Fourth District Court of Appeal, Case No. E045894 (Riverside County
Superior Court Case No. RIC477696) (California Environmental Quality
Act).
