k. Description of Request: The licensee requests Commission approval for a temporary
varimwe f the minim um, :mow requirmentsof Article 39, of the profit licen-se. The
licensee pwposes to reduce- flows corn Philbrook Reservoir to, 0.8 cubic. feet per, Second
(c s). (with .an. additionat 0.2 cfs flour buffer) to ensure the availability of cold water
storage for spring-run Chinook sahnon during the fish hoMng, period in the summer.
The licensee- Mains that current. drought conditions have resulted in- depressed storage
levels in Philbrook Reservoir and that spring. n. Chinook salmon have already: entered
Butte, Creek. The licensee requests the above variance until June 1, 20144 or until
condifimm improve, as, detennined by the licensee and resource agencies at monthly
