HomeMy WebLinkAboutNotice of Public Hearing - Oroville Planning Commission - Oroville Walmart Environmental Impact ReportCitv of Oroville COMMUNITY DEVELOPMENT DEPARTMENT 1735 Montgomery Street Oroville, CA 95965-4897 (530) 538-2430 FAX (530) 538-2426 www cityoforoville.org BUTTE COUNTY ADMINISTRATION JUL 17 2014 OROVILLE, CALIFORNIA Donald Rust DIRECTOR NOTICE OF PUBLIC HEARING BEFORE THE CITY OF OROVILLE PLANNING COMMISSION OROVILLE WALMART PROJECT SECOND PARTIALLY RECIRCULATED FINAL ENVIRONMENTAL IMPACT REPORT (STATE CLEARINGHOUSE NO. 2008052081) Notice is hereby given that the City of Oroville Planning Commission will conduct a public hearing to consider adopting Resolution No. P2014-12 for the purpose of certifying the Second Partially Recirculated Final Environmental Impact Report for the Oroville Walmart Project, which includes an update to the Executive Summary, Air Quality/Greenhouse Gas Emissions, and Transportation sections of the previously released 2010 Draft Environmental Impact Report. The Planning Commission will also consider re -certifying portions of the previous 2010 Final Environmental Impact Report not affected by the Court of Appeal's decision, re -adopting CEQA Findings of Fact and a Statement of Overriding Considerations and re -adopt a Mitigation Monitoring and Reporting Program for the Oroville Walmart Project. Project Location and Description: The proposed project consists of the development of an approximately 200,225 -square -foot Walmart store and associated parking and infrastructure on a 20.75 -acre site bounded by Feather River Boulevard (west); Cal Oak Road (north); 7th Avenue (east); and vacant, industrially zoned land (south) in the City of Oroville, Butte County, California (APNs: 035-360-019 through -027 and 035-360-006). The interior of the store would contain general merchandise and grocery sales areas; additionally, the interior would include a fast-food restaurant tenant, abank, a medical clinic, a vision center, a photo lab, and a nail and hair salon. An existing Walmart store located at 355 Oroville Dam Boulevard East (approximately 0.4 mile northwest of the project site across Feather River Boulevard) will be closed, but the existing store would be sold to a third party who has plans to re -tenant it in the future. Public Meetings/Hearings: The City of Oroville Planning Commission will hold a public hearing on the project described in this letter. Said hearing will be held at 7:00 p.m. on Monday, July 28 2014 in the City Council Chambers, 1735 Montgomery Street Oroville, CA. All interested persons are invited to attend or submit comments in writing. Environmental Determination: It has been determined that the proposed project, accounting for all verifiable reductions, exceeds the 29 percent Business as Usual threshold used to determine consistency with Assembly Bill 32. Thus, the project's Greenhouse Gas Emissions are considered less than significant. rr, ecs, cA01 DS Additional Information: Additional information regarding the projects described in this notice can be obtained from the Oroville Community Development Department at 1735 Montgomery Street, Oroville, CA. Anyone desiring to submit information, opinions or objections is requested to submit them in writing to the Community Development Department priorto the hearing. In accordance with Government Code Section 65009, if you challenge an action on these projects in court, you may be limited to raising only those issues you or someone else raised at the public meeting described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public meetings.
