l just wanted to provide a quick update on the OHMVR Letter to Parks, As you will recall, in August your Board directed
staff to prepare a letter to the Department of Parks and Recreation expressing concern over the proposed integration of
the OHMVR Division into the Parks Department, and extending an invitation tmvisit Butte County. Afo||ovv up Uettervvas,
sent October 25 due to the lack of response from Parks (attached). Paul H. also asked Paul Yoder to inquire about the
letter with his contacts at Parks. Paul Y just related to us that the letter has made it to Liz McGuirk, Chief Deputy
Director, and that she intends torespond °soon''.

Letter dated August 9,2016
Dear Director Mangat:
I am writing on behalf of the Butte County Board of Supervisors to follow up on our letter to you of August 9,2016,
regarding the Off-Highway Motor Vehicle Recreation (OHMVR) Program. Our Board was compelled to write in
support of the OHMVR }grogram and express our concern at the proposed reorganization that would integrate the
OHMVR Division into the Department of Parks and Recreation.To date,we have not received a response from
your office.
Our letter also requested an opportunity to meet with DPR representatives to discuss the future of the OHMVR
Program as well as the ongoing management and development of Clay Pit SURA and other State Park facilities
located in and around Butte County.We would like to reiterate our request and invite you to visit Butte County
and the Clay Pit SVRA, along with your staff and members of the Transformation Team,to discuss the OHMVR
Division.

RE: Off-Highway Motor Vehicle Recreation Program
Dear Director Mangat:
I am writing on behalf of the Butte County Board of Supervisors to express our support for the
Off-Highway Motor Vehicle Recreation Program, including the Off-Highway Motor Vehicle
Recreation Commission and the Off-Highway Motor Vehicle Recreation Division of the
Department of Parks and Recreation (DPR). Butte County has been a long-time supporter of the
OHMVR Program and the fuel taxes and "green sticker"fees that support the Division's efforts.
The goals of the program align well with the interests of the residents of, and visitors to, Butte
County:
• Protect, preserve, and enhance existing OHV opportunities in a manner
that ensures well managed, interesting, and high quality experiences,
• Support both motorized recreation and motorized off-highway access to
non-motorized recreation,
• Maintain productive relationships between individuals, organizations, and
government agencies to cooperatively identify problems and develop and
implement solutions
• Achieve a highly informed and educated community associated with OHV
recreational activities, dedicated to safe and]awful OHV operation and
responsible environmental stewardship,
The OHMVR Division is fully funded by enthusiasts enjoying the recreational opportunities
provided through the Program, Entrance flees, OHV registration fees, and OHV gas taxes all go
directly to the OHV Trust Fund to fund program activities. Butte County has been a consistent
supporter of OHMVR and routinely opposes efforts to redirect funds from the OHV Trust Fund to
support the state's General Fund or other state activities,
The OHMVR Division has been an effective and trusted partner to the OHV community, and this
Board is extremely concerned about the possible effects of a reorganization that"fully integrates
these services into the rest of the[State Parrs] department." While there may be value in
centralizing certain administrative activities or internal services, this value could be realized
without absorbing programmatic divisions as distinct as OHMVR, which currently operates
under a separate Commission and with its own funding sources.
OHMVR Division serves and advocates for a very specific Community, with very unique
requirements. The citizens of Butte County and the Butte County Board of Supervisors would be
reluctant to support an integration of the OHMVR Program into State Parks without a deeper
understanding of how, "Visitors would be better served by fully integrating these services into
the rest of the department."
Butte County Supervisors would welcome an opportunity to meet with DPR representatives,
including those from the OHMVR Division and the Transformation Team to discuss the future of
not only the Off-Highway Motor Vehicle Program, but also the ongoing management and
development of Clay Pit SURA and other State Park facilities located in and around Butte
County.
