LaMalfa California State Senate State Capitol Building, Room 3070 Sacramento, CA 95834 Re; Opposition to Transfer Off•Higi~way Vehicle Local Assistant l=ands to State Parks Dear Senator LaMaffa: The Butte County Board of Supervisors opposes a plan by State Senators Simitian and Evans to address the State Parks budget short fall by using Off Highway Vehicle (OHV) local assistance program funds that are designated far off road vehicle area development and use. Butte County has over 250 miles of motorized OHV trails and mare than fi7 miles of designated snow mobile trails that benefit from the OHV program. The OHV local assistance program is relied upon by both government agencies and non-profit groups who use the funds to help ensure safe and responsible off-road vehicle use an our public lands. Local small businesses in the rural areas of Butte County rely on the revenues from outdoor recreation activities like OHV use. 1f there are insufficient OHV funds or staff to manage our public lands, managers will likely close trails. Reduced recreation opportunities result in less revenue to local business as weft as tax revenue to the County and the State. The lY 2011112-state Budget has already reduced the OHV loco[ assistance grant pool by $5 million. Senator's Smitian and Evans proposal will not solve the state's budget problem but it could desfroy a recreation program enjoyed by thousands of Californians. The Butte County Board of Supervisors respectfully requests that you oppose the transfer of Off-Highway Vehicle focal assistance funds to badcf II the State Parks budget.
