4. Our review of the filing found that the licensees'request to extend the due date to

file the final report from August 15,2013 to March 1,2014,is reasonable. However,the
UNITED STATES OFA licensees are still required to file the annual final report by August 15 of each year as
FEDERAL ENERGY REGULATORY COMMISSION required by ordering pig (B)of the August 1,2006 order.

(A) The filing date of the final report that was due August 15,2013,. as required
by ordering paragraph(B)of the Order Modifying and Approving Channel Maintenance
ORDER GRANTING EXTENSION OF TIME Flow Plan,is extended to March 1,2014.

(B) This order constitutes final agency action. Any party may file a request for
rehearing of this order within 30 days from the date of its issuance,as provided in

Service,the California Department of Fish and Game,the U.S.Fish and Wildlife Service, Division of Hydropower Administration
and the California State Water Resources Control Board for their review and comment. and Compliance
The licensees shall allow the agencies at least 45 days to provide their input on the draft
report. The licensees are required to file with the Commission by August 15 of each year
a final report on channel maintenance flows.
3. In the filing,the licensees stated that they have conducted their annual spill flow
that lasted 12 hours in duration from Lower Bucks Lake to Bucks Creek. A draft annual
report was submitted to the appropriate agencies for comments;however due to change
of Pacific Gas and Electric Company personnel,they need additional time to confirm the
agencies'comments on the report. Therefore,the licensees are requesting an extension
of time until March 1,2014,to file the final report with the Commission.
