(B) This order constitutes final Commission action. Any party may file a
UNITED STATES OF AMERICA request for rehearing of this order within 30 days from the date of issuance of this order,
FEDERAL ENERGY REGULATORY COMMISSION as provided in section 313(a)of the Federal Power Act, 16 U.S.0§825/(2006),and the
Commission's regulations at 18 C.F.R.§385.713(2012). The filing of a request for
rehearing does not operate as a stay of the effective date of this order,or of any other date

constitute acceptance of this order.
ORDER GRANTING EXTENSION OF TIME

1. On November 13,2013,the South Feather Water and Power Agency,licensee for Environmental Review Branch
the South Feather Power Project,filed a request for extension of time to file its report Division of Hydropower Administration
documenting the items stipulated in the Historic American Engineering Record(HAER) and Compliance
as required by paragraph(B)of the Order Incorporating Memorandum of Agreement and
Amending License,issued December 4,2012.1 The licensee is requesting that an
extension be granted until February 28,2014.
2. Paragraph(B)requires the licensee to file,by December 4,2013,a report
documenting the items stipulated in the HAER documentation plan contained in the
Memorandum of Agreement,including letters of acceptance of the report from the
California State Historic Preservation Officer(SHPO)and the National Park Service
(NPS). In its filing the licensee states that the draft HAER documentation was submitted
to the NPS for review on August 28,2013. However,the review of that report was
delayed because of the federal government's temporary shutdown. The SHPO stated it
will not review the document until after the NPS completes its comments.
3. The licensee's request for an extension of time is reasonable and justified.The
extension of time request should be approved.
The Director orders:
(A) The deadline to file the documentation required by paragraph(B)of the
Order Incorporating Memorandum of Agreement and Amending License,issued on
December 4,2012,for the South Feather Power Project,is extended to February 28,
2014.
