This is the time the Mayor will invite anyone in the audience wishing to address the Council on a matterthat is on the agenda to state your name and the agenda item on which you wish to speak. APPROVAL OF THE MINUTES OF THE NOVEMBER 20, 2012 AND DECEMBER 4, 2012 REGULAR MEETINGS OF THE OROVILLE CITY COUNCIL -minutes attached. 2. ADOPTION OF STATE MANDATED FEE RELATED TO BUSINESS LICENSES OR EQUIVALENT INSTRUMENTS OR PERMITS - SB 1186 -staff reporf The Council will cansiderthe adoption of new Senate Bill 1186 to implement the new S#ate mandated fee of one dollar {$1}far each new business license, business license renewal and home occupancy permit. {Donald Rust, Director of Planning and Development Services and Craig Griesbach, Chief Building Official) December 18, 2012, 8:00 p. m. Meetrng -- Agenda Page 1 of 6 The Council will considerwhetherto approve a fee waiver request by the California State Old Time Fiddlers Association, in the amount of $3,241.23, for a four day rental of the Municipal Auditorium and all other associated fees, and a $4,000 donation for the California State Old Time Fiddle Contest and Gospel Jam scheduled for March 94, 2013 through March 97, 2093. (Donald Rust, Director of Planning and Development Services) Council Action Requested: 1. .- The Executive Committee has recommended the Counci[ approve the fee waiver request by the California State Ofd Time Fiddlers Association, in the amount of $3,241.23 for a four day rental of the Municipal Auditorium and all other associated fees far a Fiddle Contest and Gospel Jam from March 14, 2013 through March 17, 2013. 2. No recommendation has been specified for the $4,Ofl0 donation for the California State Old Time Fiddle Contest and Gospel Jam. The Interim City Administrator does not recommend a financial donation. 3. -Approve the request for the Declaration of March 10, 2012 through March 16, 2012 as Old Time Fiddle Music Week. 7. NON-FORECLOSURE OF CITY OWNED PROPERTY LOCATED AT 1230 1ST AVENUE -staff report The Council will consider the non-foreclosure of City interest on property located at 1230 1S` Avenue, Oroville, which is not financially feasible for the City to cure the underlying fist loan mortgage default and payoff of the first mortgage loan. AMI=NDMENT TO THE LEASE AGREEMENT BETWEI=N THE CITY OF OROVILLE AND TABLE MOUNTAIN GOLF CLUB, INC. -staff report The Council will consider an Amendment to the Lease Agreement with Table Mountain Golf Club, Inc., to clarify the obligations of the parties regarding insurance. ACTING CITY ADMINISTRATOR DESIGNATION -staff report The Council will consider the designation of an Acting City Administrator for December 2D, 2012 -January 6, 2013. DEVELOPMENT OF A CONCEPTUAL PROPOSAL TO RELOCATE THE OROVILLE MOSQUITO ABATEMENT DISTRICT'S OPERATIONAL FACILITIES -staff report The Council will consider the development of a conceptual proposal to relocate the Oroville Mosquito Abatement District's operations facilities to the western portion of the City's Corporation Yard. {Donald Rust, Direatar of Planning and Development Services and Samuel Driggers, Economic Development Manager) Council Action Requested: Direct staff to continue to work with and coordinate the conceptual proposal with the City's Transportation Advisory Committee, and the Oroville Mosquito Abatement District's General Manager and Board of Directors to allow for a potential relocation of their#acilities to the western portion of the City's Corporation Yard. 16. RECRUITMENT OF SEASONAL EMPLOYEE AND INTERNS -staff report The Council will consider a request to hire one seasonal employee and two interns for the Storm Drain System Inventory Study. {Art da Rosa, Director of Public Works) Council Action Requested: 1. Approve the request to hire one seasonal employee and two interns far the Storm Drain System Inventory Study. 2. Approve Supplemental Appropriation No.201211 3-121 2-1 6 as indicated in the December 18, 2012 Staff Report. 17. COUNCIL AND STAFF TEAM BUILDING -staff report The Council may consider scheduling a Team Building training session in February 2093 for Council Members and Department Heads. {Peter Cosentini, Interim City Administrator) Council Action Requested: It is recommended that the Council select a weekday evening the fourth week of February 2013 {February 25`h - 28`"), for Council Members and Department Heads to engage in Team Building Training. 18.
