NON-FORECLOSURE OF CITY OWNED PROPERTY LOCATED AT 21 fi5 HEWiTTAVENUE, OROVILLE - staff report The Council will consider the non-foreclosure of City interest on property located at 2185 Hewitt Avenue, Oroville, which is not financially feasible for the City ko cure the underlying first loan mortgage default and payoff of the first mortgage loan. AMENDMENT TO THE EMPLOYMENT AGREEMENT BETWEEN THE CITY OF OROVILLE AND BILLY F. LA GRONE, JR., CHIEF OF POLICE -staff report The Council will consider approving an amendment to the Employment Agreement between the City of Oroville and Billy F. La Grone, Jr., Chief of Police. (G. Harald Duffey, City Administrator and Liz Ehrenstrom, Human Resource Analyst Il) Council Action Requested: Adopt Resolution No. 7722 - A RESOLUTION OF THE OROVILLE CITY COUNCIL AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AMENDM)=NT TO THE EMPLOYEMENT AGREEMENT BETWEEN THE CITY OF OROVILLE AND BILLY F. LA GRONE, JR. - (Agreement No. 1969-2). 7. AMENDMENT TO CHAPTER 26 OF THE CODE OF THE CITY OF OROVILLE RELATING TO A TECHNOLOGY COST RECOVERY FEE ORDINANCE -staff report The Council will conduct a public hearing and consider an amendment to Chapter 26-Zoning Code, to add section 26-10.130, creating a Technology Cost Recovery Fee Ordinance to allow the City to recover the cost of computer hardware and software, and supporting electronic processes and devices, as part of an overall event to streamline the land use permitting process. {Donald Rust, Director of Planning and Development Services) Council Action Requested: Waive the first reading and introduce by title only, Ordinance No.1773 -AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF OROVILLE AMENDING CHAPTER 26 OF THE CODE OF THE CITY OF OROVILLE, AND ADDING SECTION 26-10.130, RELATING TO A TECHNOLOGY COST RECOVERY FEE. 8. SUPPLEMENTALAPPROPRIATION TO MOVE FUND BALANCE TO CITY ECONOMIC DEVELOPMENT REVOLVING LOAN FUND ACCOUNT -staff report The Council will consider approving a Supplemental Appropriation to move a $150,000 from fund balance to the City's Economic ~eve[opment Revolving Loan Fund. BUDGET INCREASE FOR OROVILLE MUNICIPAL AIRPORT AVIATION FUEL PURCHASE -staff report May 3, 2011 - 6:00 p.m. Oroville City Cauncii Meeting --Agenda Page 3 of 6 The Council will consider a budget increase, in the amount of $60,000, for the purchase of aviation fuel and $66,000 in revenue for aviation fuel sales for the Oroville Municipal Airport. (Rick Walls, Director of Public Works) Council Action Requested: Approve Supplemental Appropriation No. 201 D111-D511-34 as indicated the staff report dated May 3, 2011. 10. PURCHASE OF SEWER PIPE PATCHES -staff report The Council will consider the purchase of sewer pipe patches, in the amount of $30,000, from the sole source vendor, Groeniger & Company. (Rick Walls, Director of Public Works) Council Action Requested: Authorize the purchase of sewer pipe patches, in the amount of $3D,D00, from the sole source vendor, Groeniger ~ Company. 11. AGREEMENT WITH DAVE CAMPBELL CONSTRUCTION FOR CITY HALL AIC REPLACEMENT PROJECT -staff report The Council will consider an Agreement with the lowest bidder, Dave Campbell Construction, in the amount of $56,100, for the City 11a11 AIC Replacement Project. (Rick Walls, Director of Public Works) Council Action Requested: 1. Adopt Resolution No. 7723 - A RESOLUTION OF THE OROVILLE CITY COUNCIL AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AGEEMENT W1TH THE LOWEST BIDDER, DAVE CAMPBELL CONSTRUCTION, IN THE AMOUNT OF $56,104 FOR THE CITY HALL AIC REPLACEMENT PROJECT - (Agreement No. 2003). 2. Authorize a 15% contingency, not to exceed $9,765, as indicated in the May 3, 2011 staff report. Approve Supplemental Appropriation No. 201D111-0511-32 as indicated in the May 3, 2011 staff report. 12. AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH GDA ENGINEERING FOR PROFESSIONAL SURVEY SERVICES -staff report The Council will consider an amendment to the Professional Services Agreement with GDA Engineering to provide professional survey services on an "as needed" basis. (Rick Wails, Director of Public Works) Council Action Requested: Adopt, Resolution No. 7724 - A RESOLUTION OF THE OROVILLE CITY COUNCIL AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AMENDMENT TO THE PROFESSIONAL SERVICES AGREEMENT WITH GDA ENGINEERING FOR PROFESSIONAL SURVEY SERVICES - (Agreement No. 1807-3). 13. AMENDMENT TO THE AGREEMENT WITH DUKE SHERWOOD CONTRACTING, INC. FOR THE MITCHELL AVENUE RAILROAD CROSSING PAVE BACK PROJECT -staff report The Council will consider an amendment to the Agreement with Duke Sherwood Contracting, Inc. adding a contingency in the amount of $3,803, for the Mitchell Avenue Railroad Crossing Pave Back Project.
