A Proclamation recognizing Apri! 14 - 20, 20?3 as National Public Safety Telecommunicators' Week.
This is the time the Mayor will invite anyone in the audience wishing to address the Council on a matterthat is on the
agenda to state your name and the agenda i#em on which you wish to speak. When that item comes up on the
agenda, you will be asked to step to the podium, repeat your name for the record, and make your presentation or ask

1. APPROVAL OF THE MINUTES OF THE MARCH 19,,2013 REGULAR MEETING OF THE OROVILLE
CITY COUNCIL -minutes attached.
2. AMENDMENT TO THE SUPPLEMENTAL BENEFITS FUND IMPLEMENTATION AGREEMENT WITH
THE CALIFORNIA DEPARTMENT OF WATER RESOURCES -staff repor#
The Council will consider an Amendment to the Supplemental Benefits Fund Implementa#ian Agreement
between the City of Oroville and the California Department of Water Resources. (Peter Cosentini, Interim
City Administrator and Bab Marciniak, SBF Program Specialist)
Council Action Requested: Adopt Resolution No. 805D - A RESOLUTION OF THE OROVILLE CITY
COUNCIL AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AMENDMENT TO THE
SUPPLEMENTAL BENEFITS FUND IMPLEMENTATION AGREEMENT BETWEEN THE CITY OF
OROVILLE AND THE CALIFORNIA DEPARTMENT OF WATER RESOURCES - (Agreement No.1688-
3).
3. DONATION REQUEST BY BUTTE COUNTY HISTORICAL SOCIETY -staff report
The Council may consider a donation request firom the Butte County Historical Society, in the amount of
$1,O~Q far the 3~d Annual Butte County Olive Festival, to beheld June 22, 2013. (Peter Cosentini, Interim
City Administrator)
Council Action Requested: Deny the cash donation requestfrom the Butte County Historical Society, in
the amount of $1,000, for the 3'd Annual Butte County Olive Festival, to be held June 22, 2013.
Q. ISSUANCE OF PUBLIC INTEREST FINDINGS R1rLAT1NG TO THE TRAFFIC SIGNAL
SYNCHRONIZATION PROJECT -staff report
The Council may consider authorizing staff to issue two (2) public interest findings to use City staff for
construction and to designate M5 Sedco as the preferred traffic signal advance detection system for

Council Action Requested:
Adapt Resolution No. 8051 - A RESOLUTION OF THE OROVILLE CITY COUNCIL
AUTHORIZING AND DIRECTING STAFF TO SUBMIT A PUBLIC INTEREST FINDINGS FOR
FORCE ACCOUNT AND DESIGNATION OF MS 5EDC0 AS THE PREFERRED TRAFFIC
SIGNAL DETECTION SYSTEM.
2. Authorize staff to proceed with the preparation of public interest findings and submit them to
Caltrans.

5. MODIFICATION OF THE BYLAWS FOR THE CITY OF OROVILLE MUSEUM AND CULTURAL
FACILITIIwS FOUNDATION -staff report
The Council may consider a modification to the bylaws of the City's Museum and Cultural Facilities
Foundation. (Scott E. Huber, City Attorney)
Council Action Requested:
9. Review the bylaws of the Ci#y of Oroville Museum and Cultural Facilities Foundation and
approve modifications to the bylaws, if any.
2. Provide direction to staff related to advertising for individuals to apply as Directors of the
City of Oroville Museum and Cultural Facilities Foundation.
6. DOLLARS AND SENSE COMMITTEE SUGGESTIONS ~- staff repor#
The Council will review and provide comments on the budge# suggestions provided by the employee based
Dollars and Sense Committee. (Bob Marciniak, Program Specialist and Mikah Salsi, Program

Council Action Requested: Provide direction to staff.
7. STATE CONTROLLER CLAW-BACK DEMAND -staff report
The Council will review and discuss the State Controller's Asset Transfer Review and demand for the
$1,800,000 loan from the City of Oroville to the Oroville Redevelopmen# Agency. (Mikah Salsi, Program
Specialist)
Council Action Requested: Provide direction to staff, if necessary.

The Council will hold a Closed Session on the following:
1. Pursuant to Government Code Section 54957(b), the Council will meet with Acting Interim City
Administrator, Pat Clark, and City Attorney, Scott E. Huber, to consider the appointment andlor
employment related to the following position: City Administrator.
2. Pursuant to Government Cade Section 54947.fi, the Council will meet with Interim City Administrator,
Peter Casentini, and City Attorney, Scott E. Huber, to discuss labor negotiations regarding the Oroville
Police Gfficers~Assaciation ~-Sworn and Non-Sworn and Orovil[e Fire Fighters' Association.
3. Pursuant to Government Code section 54956.9(a), the Council will hold the a closed session relating
to existing litigation: Ziburtovicz v. City of Oroville, Butte County Superior Court Case No. 154714.
The meeting will be adjourned. A regular meeting of the Oroville City Council wil! be held on Tuesday, April 16, 2013
at 5:00 p.m.
