APPROVAL OF THE MINUTES OF THE DECEMBER 28, 2011 SPECIAL MEEETING OF THE OROVlLLE CITY COUNCIL AND OROVILLE REDEVELOPMENT AGENCY AND THE JANUARY 3, 2012 REGULAR MEETING OF THE OROVILLE CITY COUNCIL -minutes attached. 2. SURPLUS OF FIRE HOSE - staf€ report The Council will consider authorizing the surplus of six (6} lengths offire hose with Storz couplings. (Charles Hurley, Fire Chief) Council Action Requested: Authorize of six (6} lengths of fire hose with Storz couplings to be declared surplus and sold to Hillview Ridge Apartments. 3. REQUEST FROM OROVILLE AREA CHAMB)=R OF COMMERCI= FOR FUNDING PARTICIPATION IN THE 2012 SALMON FESTIVAL -staff report The Council will consider a funding request in the amount of $9,700, from the Oroville Area Chamber of Commerce, for the 2012 Annual Oroville Salmon Festival to be held on September 28, 29 & 30, 2012. Harold Duffey, City Administrator} Council Action Requested: Approve the funding request, in the amount of $9,700, to the Oroville Area Chamber of Commerce for the 2012 Annual Salmon Festival, as indicated in_the Staff Report dated January 17, 2012. 4. PURCHASE OF C17YWORKS SOFTWARE -staff report The Council will consider the purchase of three (3} copies of Cify Works software from the sale source provider, Azteca Systems, Inc., in the amount of $13,707. (Art da Rosa, Director of Public Works} Council Action Requested: Authorize the purchase of three (3} copies of City Works software, from the sole source provider, Azteca Systems, Inc., in an amount not to exceed $13,707. 5. ADDITIONS AND AMENDMENTS TO THE CITY OF OROVILLE FLOOD DAMAGE PREVENTION January 17, 2012 - 5:00 p.m. Orov!!!e City Council Meeting -Agenda Page 2 of 5 ORDINANCE -staff report The Council will conduct a public hearing and consider additions and amendments to Chapter 8B of the Oroville Municipal Code rela#ing #o #]ood damage prevention. {Art da Rosa, Director of Public Works and Rick Walls, Senior Civil Engineer} Council Action Requested: Waive the first reading and introduce byti#le only, Ordinance No.1785-AN ORDINANCE OF TWE OROVILLE CITY COUNCIL AMENDING SECTION 8B-1, ADDING SECTIONS 8B- 1A, 8B-1 B, 8B-1C AND AMENDING SECTION 8B-3 OF THE CODE OF THE CITY OF OROVILLE RELATING TO FLOOD DAMAGE PREVENTION. 6. ACCEPTANCE OF THE 2011 COMMUNITY DEVELOPMENT BLOCK GRANT PLANNINGITECHNICAL ASSISTANCE GRANT AND ESTABLISHMENT OF A BUDGET FOR PROGRAM ACTIVITIES -staff report The Council will consider accepting the 2011 Community Block Grant Planning and Technical Assistance Grant and approving a supplemental appropriation to establish the budget for program activities. {Pat Clark, Director a# Business Assistance and Housing Development) Council Action Requested: Accept the 2011 Community Block Grant Planning and Technical Assistance Grant, Economic Development Allocation Component, Agreement No. 011-PTEC-7637, in the amount of $105,000, for the Oroville Cultural and Entertainment Plaza and the Commercial Revitalization of Feather River Boulevard. 2. Approve Supplemental Appropriation Na. 2011112-0112-3G as indicated in the January 17, 2012 Staff Report. 7. FLOOD DAMAGE PRI=VI=NTION WAIVER REQUEST FOR DEVELOPMENT PROJECTATAPN 035-34fl- 021 -staff report The Council will consider adopting the Upper Feather River Floodplain Study #o establish bass flood elevations for special flood hazard areas, and a variance request regarding the City's flood damage prevention regulations. (Art da Rosa, Director of Public Works and Rick Walls, Senior Civil Engineer} ....Council Action,Requested: Adopt Resolution No. 7850 -A RESOLUTION OF TWE OROVILLE CITY COUNCIL ADOPTING THE MARCH 2008 UPPER FEATHER RIVER FLOODPLAIN STUDY, AND SUBSEQUENT AMENDMENTS, A5 BEST AVAILABLE DATA IN ESTABLISHING 1000-YEAR BASE FLOOD ELEVATIONS FOR SPECIAL FLOOD HAZARD AREAS. 2. Approve the variance request for Assessor Parcel Number 035-340-021 with the requirements as indicated in the January 17, 2012 Staff Report. 8. PUBLICIpRIVATE PARTNERSHIP FOR LOCATING A PETCO RETAIL STORE IN OROVILLE -staff report The Council will consider a new MIDAS project, the development of a publiclprivate partnership with Phillips Edison & Company to provide economic incentive for locating a PETCO retail store in the Currier Square Retail Shopping Center in Oroville. Authorize the City Administrator to execute a loan agreement with Phillips Edison ~ Company to provide economic incentive for the demolition and relocation of a shear wall, and provide signage improvements for locating a PETCO retail stare in the Currier Square Retail Shopping Center in Oroville, in an amount not to exceed $95,000. Z. Approve Supplemental Appropriation No. 2011112-0112-37 as indicated in the January 17, 2412 Staff Report. 9. PROFESSIONAL SERVICES AGREEMENT WITH R.L. HASTINGS 8~ ASSOCIATES, LLC. -staff report The Council will consider a Professional Services Agreement with R.L. Hastings & Associates, LLC for the preparation of NOME Investment Partnerships Program annual monitoring documentation reports for multi- family rentaE housing projects, in the amount of $18,000, for a period of three (3}years. (Pat Clark, Director __of Business Assistance and Housing Development) Council Action Requested: Adopt Resolution No. 7851 - A RESOLUTION OF THE OROVILLE CITY COUNCIL AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE A PROFESSIONAL SERVICES AGREEMENT WITH R. L. HASTINGS & ASSOCIATES, LLC, TO PREPARE THE ANNUAL LONGTERM MONITORING REPORT FOR HOME MULTI-FAMILY RENTAL HOUSING PROJECTS, IN THE AMOUNT OF $18,000, FOR A PERIOD OF 3 YEARS - (AGREEMENT NO. 2043). 10. ROAD FUNCTIONAL CLASSIFICATION UPGRADE FOR LINCOLN STREET, HUNTOON STREET, MYERS STREET AND CHEROKEE ROAD -staff report The Council will considers Road Functional Classification upgrade for Lincoln Street, Huntoon Street, Myers Street and Cherokee Road to make these roads eligible to receive federal funding. (Art da Rosa, Director of Public Works) Council Action Requested: Adapt Resolution Na. 7852 - A RESOLUTION OF THE OROVILLE CITY COUNCIL APPROVING THE HIGHWAY FUNCTION CLASSIFICATION UPGRADE FOR LINCOLN STREET, HUNTOON STREET, MYERS STREET AND CHEROKEE ROAD AND AUTHORIZING STAFF TO PURSE THE ROAD FUNCTIONAL CLASSIFICATION UPGRADE. 11. AMENDMENT TO THE OROVILLE ZONING CODE TO CREATE AN ART 1N PUBLIC PLACESIOROVILLE BEAUTIFICATION FUND -staff report The Council will consider the establishment of an Art in Public PlaceslOroville Beau#ification Fund Ordinance to allow for a one percent (~ °1°) fee on land use development projectslperrnits for public art projects. (Donald Rust, Director of Planning and Development Services) Council Action Requested: Direc# staff to develop a draft Art in Public PlaceslOroville Beautif[cation Fund Ordinance through the coordination of the Oroville Arts Commission. 12.
