AMENDMENT OF THE OROVILLE CITY MUNICIPAL CODE TO ADOPT ROSENBERG'S RULES OF ORDER -staff report The Council will consider an Amendment to the Oroville City Municipal Code section 2-19 -Rules of Procedure at Meetings, to adopt Rosenberg's Rules of Order. (Scott E. Huber, City Attorney) Council Action Requested: Waive the second reading and adopt IQy title only, Ordinance No.1782 - AN ORDINANCE OF THE OROVILLE CITY COUNCIL AMENDING THE OROVILLE MUNICIPAL CODE, SECTIONS 22-19 -RULES OF PROCEDURE AT MEETINGS, TO ADOPT ROSENBI=RG'S RULES OF ORDER. 3. AMEN©MENTS TO THE CITY ZONING CODE TO RESOLVE VARIOUS ISSUES ASSOCIATED WITH ISLAND ANNEXATIONS -CESSATION OF LAND USE ACTIVITIES -staff report The Council will consider a proposed Zoning Code amendmentto enact Municipal Code section 26-10.130 - Cessation of Land Use Activities. (Donald Rust, Director of Planning and Development Services) Council Action Requested: Waive the second reading and adopt, by title only, Ordinance No.1783-AN ORDINANCE OF THE OROVILLE CITY COUNCIL AMENDING THE OROVILLE MUNICIPAL CODE, SECTION 26-10.130 -CESSATION OF LAND USE ACTIVITIES. 4. CORRECTION TO THE NOVEMBER 15, 2011 STAFF REPORT REGARDING THE AMENDMENT TO THE EMPLOYMENT AGREEMENT WITH CHARLI=S D. HURLEY, FIRE CHII=F -staff report The Council will consider a correction to the November 15, 2011 S#aff Report regarding the Amendment to the Employment Agreement with Charles D. Hurley, Fire Chief, clarifying Chief Hurley's advancement to Step b of the City of Oroville Salary Schedule, and an annual salary of $904,738. (G. Harold Duffey, City Administrator and Liz Ehrenstrom, Human Resource Analyst 11) Council Action Requested: Acknowledge the clarification of the Employment Agreement with Charles D. Hurley, Fire Chief, for the advancement to Step D of the City of Oroville Salary Schedule, with a salary of $104,738. 5. ACCEPTANCE OF AN ORIGINAL DREDGER BUCKET DONATION FROM THE HAMMON FAMILY - staff report The Council will consider the donation of an original dredger bucket from the Hammon family, to be placed on a Highway 70 landscaped pad. {G. JOB DESCRIPTION, VOLUNTEER APPLICATION PROCESS AND TRAINING MANUALS FOR THE CITY OF OROVILLE DOCENT ASSOCIATION -staff report The Council will consider approving a job description, volunteer application process and training manuals for the City of Oroville Docent Association. {G. COMMUNITY DEVELOPMENT BLOCK GRANT FOR FISCAL Yi=AR 2{11111.2 -staff report The CounciE will conduct a public hearing and discuss the fiscal year 2011112 Community Development Black Grant Program funding and Community Development Block Grant Program Income. {Pat Clark, Director of Business Assistance and Housing Development) Council Action Requested: Discuss the fiscal year 2011112 Community Development Block Grant Program funding, Community Development Block Grant Program Income and provide direction to staff, if necessary. 8. FINAL GRANTEh REPORT ON COMMUNITY DEVELOPMENT BLOCK GRANT PLANNING AND TECHNICAL ASSISTANCE ACTIVITY _ LINCOLN AND HUNTOON STREETSCAPESTUDY--staf€ report The Council will conduct a public hearing and consider the accomplishments and acceptance of the Final Report received for the Community Development Black Grant Planning and Technical Assistance Grant activity related to.the Lincoln and Huntoon Streetscape Study for the City of Oroville (Grant No. 09-PTAE- 63a4). (Art da Rosa, Director of Public Works and Pat.Clark, Director of Business Assistance and Housing Development} Council Action Requested: Accept the Final Report for the Community Development Block Grant . Planning and Technical Assistance Grant allocation component, Lincoln and Huntoon Streetscape Study, for the City of Oroville. REGULAR BUSINESS 9. SAFE ROUTES TO SCHOOL GRANT --staff report The Council will consider authorizing staf€ to prepare an application for the State of California's Safe Routes to School Grant and provide direction to staff regarding possible project sites.
