The Mayor will invite persons to speak in the order in which the Participation Forms are presented to the City Clerk. Presentations are limited to three minutes per person. The Brown Act, with certain exceptions, does not permit the City Council to discuss or take action on the issues which are not listed on the agenda. REQUEST FROM THE OROVILLE DOWNTOWN BUSINESS ASSOCIATION FOR SPONSORSHIP OF MOVIES IN THE PARK -staff report The Councii will consider a request from the Oroville Downtown Business Association for sponsorship of Movies in the Park, in the amount of $400 and to waive associated fees in an amount not to exceed $468.14. LETTER OF SUPPORT FOR THE OROVILLE URBAN AREA MASTI~R GREENING PLAN GRANT APPLICATION -staff report The Council will consider a Letter of Support for the Oroville Urban Area Master Greening Plan Grant Application in cooperation with Butte County Department of Development Services. (Donald Rust, Director of Planning and Development Services) Council Action Requested: Authorize the Mayor to sign and submit a Letter of Support for the Orovilie Urban Area Master Greening Plan Grant Application, in cooperation with Butte County Department of Development Services. 4. AMENDMENT TO THE LEGAL SERVICES AGREEMENT WITH COTA COLE, LLP TO PROVIDE LEGAL SERVICES RELATING TO SUBSTANDARD HOUSING LITIGATION -staff report The Commission will consider an Amendment to the Legal Services Agreement with Cota Cole, LLP to provide Legal Services relating to substandard housing litigation, in an amount not to exceed $65,OQ0. REVIEW OF THE PRELIMINARY ANNUAL BUDGET FOR FISCAL YEAR 2011192 AND FINANCIAL PLAN FOR FISCAL YEAR 2012M3 -staff report The Council will conduct a public hearing regarding the Preliminary Annual Budget far fiscal year 2011112 and Financial Plan for fiscal year 2012113, and set dates for additional study sessions. FINAL GRANTEE REPORT ON COMMUNITY DEVELOPMENT BLOCK GRANT PLANNING AND TECHNICALASSISTANCE ACTIVITY-THE ALTERNATIVE POWER GENERATION PLAN -staff report The Council will conduct a public hearing relating to the accomplishments and acceptance of the final product received for the Community Developmen# Block Grant Planning and Technical Assistance Grant activity related to the Alternative Power Generation Plan for the City of Oroville (Grant No. 08-P7AE-5412). The Council will also consider accepting the Final Report on the Alternative Power Generation Plan for the City of Oroville prepared by Chabin Concepts, Inc. The Council will also consider accepting the Fina] Report on the Water Capacity Study for the City of Oroville, prepared by Tully and Young. MODIFICATIONS TO ALL HOUSING RELATED LOAN PROGRAM GUIDELINES -staff report The Council will conduct a public hearing regarding proposed modifications #o the City of Oroville Community Development Block Grant {CDBG) Home Ownership Program Guidelines and the CDBG Housing Rehabilitation Program Guidelines. The Council will also consider authorizing modifica#ions to the CDBG Home Ownership Program, CDBG Housing Rehabilitation Program, HOME Investment Partnership Home Ownership Program, CalHome Mortgage Assistance Program, and the CalHome Housing Rehabilitation Program as well as the Lease to Purchase Program Guidelines.
