Ta follow up on the CAO's report this morning regarding the Oversight Board appointments, 1 wanted to forward you the
questions we sent to the Department of Finance regarding the appointment of a "public member" and their response.
Please see the email string below.
Also, please see the list below far individuals who have expressed interest in the public appointment to the Oversight
Beard as of this morning. Some of the individuals specifically indicated the community they were interested in working
with, and others did nat. Per the notice that was published, individuals have until Friday, March 2"d to submit their
information for consideration.

• Mary Goloff (requested appt to Chico)
• Jim Stevens (did not specify jurisdiction)
• Larry Grundman (requested Oroviile)
• Bill Curry (did not specify jurisdiction]

I would answer as follows:
Z) The public member appointed by the county board of supervisors cannot be an elected official. If they could,
the law would not specify this appointee must be a "member of the public", which term we understand to
exclude persons holding elected office.
2) The law does not specifically say the public member must live within the former RDA project area city limits -so

3) The County does not need to notice or advertise the OB position openings before making a public appointment.

Subject: Oversight Board questions
The County of Butte is currently working towards appointments to the various Oversight Boards within our County
(Oroville, Chico, Paradise, & Gridley}. We have several questions regarding the appointment process:
1. For the member of the ublic that is appointed by the Board of Supervisors -can this appointment bean
elected official (i.e. a Council member from the Successor Agency, another Board of Supervisor member}?
2. Does the member of the public that is appointed by the Board of Supervisors need to live within the former
Redevelopment Project Area or within the same city limits as the Successor Agency (i.e. can a person living
outside of the city limits of Oroville be appointed by the Board of Supervisors to the Oversight Board for the
Successor Agency to the Oroville RDA}?
3. Does the County need to notice or advertise the Oversight Board position openings prior to making the member
of the public appointment?
