Environmental Quality Act (CEQA) has completed a Notice of Preparation for an Environmental Impact
Report {E1R) for the following project:
PARADISE SUMMIT TENTATIVE SUBDIVISION MAP {TSM08-0006) AND PLANNED UNIT
DEVELOPMENT {PUDOS-0001) _ WYCKOFF & ASSOCIATES LLC
This project is a tentative subdivision map to divide +1-333 acres composed of eight Assessors Parcel
Numbers into 312 single-family residential parcels varying in size from 8,738 square feet {SF) to 32,099
SF, and various lots for open space. The tentative subdivision map is being processed concurrently with
an application for a rezone of the site to Planned Unit Development (PUD) to allow for clustering of the
312 residences within a +/-137-acre area of the site, while preserving +/-i95 acres as open space, to help
protect sensitive resources and as an amenity to the subdivision.
The project site is Iocated approximately 115 mile south of the Town of Paradise and is within the
Paradise Sphere of Influence in Butte County. The nearest cross streets are Pentz Road at Lago Vista Way
and Lindenbaum Lane. The development portion of the site is approximately %z mile east of Pentz Road
and west of the West Branch of the Feather River as it enters/becomes Lake Oroville.
An Initial Study has been prepared which indicates that the project would have no impact or a less than
significant impact on aesthetics, agriculture, and mineral resources. The Initial Study also determined that
the project would have a less than significant impact with mitigation incorporated in the areas of air
quality, biological resources, cultural resources, geologic processes, hazards/hazardous material,
hydrologylwater quality, land use, noise, housing, public services, recreation, transportation, and
utilities/service systems. The mitigation measures proposed within the Initial Study have been
incorporated into the project, as per CEQA Guidelines Sections 15063(g} and 15064(f}(2}.
Between August 10, 2010 and January 25, 2011 based on comments received from the public, responsible
agencies, and further review of the Initial Study by County staff, it has been determined that the project
has the potential to have a significant effect on Transportation/Traffic and cumulative fre safety impacts,
including evacuation, thus requiring preparation of an EIR. In addition, land use consistency under the
recently adopted Butte County General Plan 2030, and forest resources and greenhouse gas emissions
must also be further evaluated per updates to the CEQA Appendix G.

Services, 7 County Center Drive, Oroville, CA 95973 and the Paradise Library, 5922 Clark Road,
Paradise, CA 95969 or online at www.buttecount~netldds. As provided by Sections 15082 and 15083 of
the CEQA Guidelines, a scoping meeting will be held on Wednesday, March 1 b, 2011 at 2:00 p.m. in the
Board of Supervisor's Chambers, Butte County Administrative Center, 25 County Center Drive, Oroville,
CA 95965.
Comments on the Notice of Preparation and Initial Study should be sent at the earliest possible date
