This Record of Decision (ROD) regarding the use of off road vehicles (OHVs) by the Plumas National Forest (PNF) has been the result of year and years of public comment, scientific research, NFS staff ground truthing and tax payer dollars on behalf of the greater good. The use of OHVs in the Plumas & Lassen National Forests is simply out of control Our National Forests country wide are under seige by Off road vehicle use, certainly most of which is illegal. The Plumas plan is a balanced approach addressing the needs of our population who use our National Forests. Many, many people have expressed the need -For more QUIET recreation on the Plumas. These people; hikers, campers, backpackers, boaters, cross--country skiers, birdwatchers and others want less motorized vehicle use in our national forests. This plan is a balance. As a matter of fact, the Wilderness Society is also appealing this plan because their members think there are still too many motorized roads and trails left on the Plumas plan! The Butte County Supervisors should please NOT sign on to this appeal. Continuing the current use of OHVs on the Plumas is compromising our clean water especially and also the needs of the population who do not want to constantly share our wild areas with motors! Thank you for your consideration Patricia Puterbaugh, Lassen Forest Preservation Group/Yahi Group Sierra Club We absolutely do not agree that Alternative 5 will have negative economic impacts to Butte County and the surrounding areas. This alternative, as mentioned earlier HAS definately taken into account the historic mixed use by on and off road vehicles on most Plumas National Forest roads. - On October 27, 2010, the ROD for the Plumas National Forest's (PNF) This reduction in mixed use will reduce the areas attraction for recreation thus decreasing the purchase of food, fuel and overnight accommodations from visitors. The reduction of this economic activity will have a negative impact to rural communities that depend on seasonal recreation activities for their income. The deadline to appeal the ROD is December 27, 2010. Staff is coordinating efforts with other counties within the PNF to appeal the decision in a unified manner. Staff seeks Board authorization to send the appeal letter when it is finalized - action requested - AUTHORIZE THE CHAIR TO SIGN A LETTER OF APPEAL OF THE PNF'S RECORD OF DECISION 5UB7ECT TO ~~` n+~ ~'
