To the Honorable Board of Supervisors of Butte County:
I would like to request that the Board of Supervisors consider the appointment of
Joe Mendes to replace Charles Edgar on the County's "Groundwater Pumpers'
Advisory Committee".
Mr. Edgar has retired from his position as Manager of the Llano Seco Rancho in
Butte County,and he has been replaced by Mr. Mendes.
The Llano Seco Rancho contains 19,000 acres of both agricultural lands and
wetlands, and constitutes a significant portion of the County's "West Butte Sub-
Basin". It is largely reliant on groundwater for its operations.
Mr. Mendes is highly qualified to serve as a member of GPAC. He has been in Farm
management for the past 25 years. During that time he served as President of the
Aliso Water District located in Madera County.As President, he helped to establish
the Madera Water Basin Joint Powers Authority and served as the JPA's Vice
Chairman. He also helped to establish, and served on the Board of Directors of,the
Madera Water Basin Groundwater Sustainability Authority.
