It appears that the current proposal far redistricting is Draft 4. When reviewing the redrawn district Iines of the Draft 4 proposal it easy to see that a large portion of South West Chico would be included into District 4. I am a resident of that portion of Chico and I strongly disagree with such a proposal. I trust that the Board of Supervisors is indeed using the Redistricting Definitions of California Election Code §21500 as a guideline for redistricting. The Board needs to consider that the Draft 4 proposal does not fit with the definitions of (c) Cohesiveness and (d) Community of Interest as outlined in Election Code §21500. I am sure you are all aware, though it is worth reminding you, that these are two very critical factors to take into account when considering the Draft 4 proposal. It is not evident that the social and economic interests of my community are being considered within the proposal if we are to be part of a district that includes Biggs and Gridley, nor is the proposal promoting cohesiveness as it seeks to disconnect my community from its long held position in the current district. I urge you to reject the part of the proposal which seeks to disconnect a large portion of South West Chico and continue to look for an alternative plan that follows the Redistricting Definitions. Sincerely, Cyrus Fountain 343 W 18th St Chico, CA 95928
