I have spaken to the author's office regarding the bill. The staff has assured me that they understand the issues this legislation poses to county governments and are looking at significant amendments to the bill or alternatives to legislation. Originally, this bill was meant to address what was believed to be disproportionately low property tax allocation to the City of Fontana in the author's district and was not intended to ha~.%; '.ria:` .s- .~t~. ~~,r'Ly`r+` z°rl`~:;~` tii;ii. it ~`rtiiil;. ii"'i~.:iFkb~s' Er"i~~'.`~. Addressing local problems with statewide legislation is something I generally do not support. I~owever, I do applaud the author in her willingness to step back and reconsider her approach to the issue. AB 741 is a two-year bill which is still in the original committee {Assembly Committee on Local Government} pending amendments. Should it be amended and passed through committee, it would still need a two thirds vote from both houses before heading to the Governor's desk. l da agree that simply "robbing Peter to pay Paul" with regard to cities and counties is a poor way to conduct the state's business and am apposed to this bill as written.
