This program is intended to provide funding to eligible counties,through the U.S. Forest Service,to create employment opportunities through projects which implement stewardship objectives that enhance forest ecosystems, restore and improve land health and water quality. The Board of Supervisors has been working with the Plumas National Forest for several years in attempting to implement Title 11. Members from our communities are ready, willing, and able to put forward projects that meet Title 11 criteria. However,the U.S. Forest Service has persistently delayed this program. The result is that we are now in the third year of a four-year program and not a single project has been started. This is a significant concern for us. We will continue to press forward to ensure that qualifying projects,which reflect our communities' priorities, are approved and funded.
