GENERAL 3.22* Contract Award for Construction of Tenant Improvements -Remodeling at 78 Table Mountain
SERVICES Boulevard in Oroville is necessary in accommodating Child Support Services into a single
facility. Invitation for Bids (IFB) No. 39-12 was issued to solicit formal bids for the project that
includes improving compliance with the Americans with Disabilities Act. A Notice to
Contractors and all bid documents were sent to the general contractors listed on the County
Master Vendor Database and to nine local Plan Rooms. Eight contractors submitted base bids
ranging from a low of $144,061.32 to a high of $317,594. To expedite project construction, an
early completion provision has been included in this IFB. This provision allows for an early
completion bonus of $1,000 per day, up to $10,000 for completion ahead of the contract time
of 40 calendar days. Billson Construction Company, Inc. was the lowest responsive and
responsible bidder with a bid of $144,061.32. The transfer of funds from Child Support
Services to the Capital Project Fund was approved by the Board on July 26, 2011. The
maximum total cost for this contract, including the early completion bonus is $154,061.32.
There is no impact on the General Fund -action requested -AWARD THE CONTRACT TO
BILLSON CONSTRUCTION COMPANY, INC. AND AUTHORIZE THE CHAIR TO SIGN; AND APPOINT
THE GENERAL SERVICES DIRECTOR AS THE OFFICER OF THE PROJECT.
