RE: Sacramento River Conservation Area Forum Programmatic Safe
Harbor Agreement
Dear Ms. Brown:
Family Water Alliance (FWA) is a non profit organization located in Colusa
County that for nearly two decades has been a grassroots voice for the
protection of private property rights, water rights and the sustainability of
agriculture in the Central Valley of California. FWA has also worked tirelessly
with the Sacramento River Conservation Area Forum (SRCAF) for years in an
attempt to come up with tangible landowner's assurances for neighboring
landowners negatively affected by habitat restoration.
It has come to our attention only recently that the comment period for the SRCAF
Safe Harbor Agreement (SHA) will be ending on January 21. The proposed SHA
covers 222 miles of land along the Sacramento River and impacts Sutter, Yolo,
Colusa, Glenn, Butte, Tehama, and Shasta county landowners. While
understand that comment periods are typically only 30 days for such permit
requests, we respectfully request you to extend the comment period 60 additional
days in order to assure the public and landowners along the Sacramento River
fully understand the impacts of a Safe Harbor Agreement.
Many organizations has expressed interest to FWA on commenting on the
SRCAF SHA and assuring there is adequate time to submit these comments is in
the best interest of the public.
