Unfortunately, the measure was held today in the Senate Appropriations Committee, essentially making it a two-year measure. As you may recall, the 2015-16 State Budget Package changed the Fish and Game Code Section 1504 to make future State PILT payments permissive by changing `shall' pay annually to `may' pay annually. SB 58 was introduced to return `may' back to `shall', effective January 1, 2019. In 2015, RCRC aggressively advocated for the $8 million in past due State PILT monies owed by the California Department of Fish and Wildlife through the State Budget process. While significant strides were made, the arrearages owed to the 36 PILT counties were ultimately not included in the State Budget. Additionally, language in the Fish and Game Code was changed from `shall' to `may' to make future payments permissive. In 2016, RCRC sponsored Senate Bill 1188, also authored by Senator McGuire in conjunction with 15 co- authors. SB 1188 was a bipartisan effort to restore the changed language. While the legislation received unanimous support throughout the entire legislative process, the Governor vetoed SB 1188, citing his commitment to follow through with payments during his tenure. 1 In 2017, RCRC has been working on three fronts: ➢ Sponsoring Senate Bill 58 to amend the Fish and Game Code back to the original "shall pay annually" effective January 1, 2019; ➢ Supporting the Brown Administration's proposed PILT appropriation of$644,000 for the 2017-2018 fiscal year; and, ➢ Utilizing various communications strategies and tactics with local and state media to highlight both issues.
