Brown,Jr. Governor State Capitol, First Floor Sacramento, CA 95814 SUBJECT: STATE OF EMERGENCY DECLARATION Dear Governor Brown: On behalf of the people and counties of Northern California,we urge you to declare a State of Emergency in response to widespread flooding and associated damages to critical infrastructure stemming from consecutive storm systems beginning on February 1, 2017. We commend your actions for proclaiming a state of emergency on January 23,2017 when a storm system, resulting from an atmospheric river, swept across California beginning on January 3, 2017. Unfortunately,the existing state of emergency only covered the period of January 3 through January 12, 2017, and thus fails to provide immediate state resources to counties impacted by the February storms. As you are aware,Northern California counties were not alone when flash flooding, powerful winds and infrastructure failures resulted in the evacuation of thousands of Californians. While major flooding led to the evacuation of the town of Maxwell in Colusa County, numerous Bay Area, Coastal, Central Valley and Southern California counties each experienced unique,yet damaging, impacts from what was perhaps the largest storm in over a decade. Our state has endured numerous challenges this winter,and local resources have been stretched to their operational limits due to the magnitude of consecutive storms, We ar aware that state and local officials may still be assessing the damages from the February storms, but bell a it is imperative that you, in accordance with your Executive Powers provided by the state Constitu on and the California Emergency Services Act, proclaim a state of emergency in the counties of Tehama utte, Colusa,Glenn,Yuba,and Sutter, as well as any other Northern California counties impacted by t February storms.
