NOTICE OF OPPORTUNITY FOR PUBLIC COMMENT
PROPOSED AMENDMENT
TO
THE STATEWIDE STORM WATER PERMIT FOR
THE STATE OF CALIFORNIA, DEPARTMENT OF TRANSPORTATION
NOTICE IS HEREBY GIVEN that the State Water Resources Control Board (State Water
Board) will receive public comments on the proposed amendment to the National Pollutant
Discharge Elimination System Statewide Storm Water hermit for the State of California,
Department of Transportation, (Permit).
BACKGROUND INFORMATION
In September 2012, the State Water Board adopted the Permit Order 2012-0011-DWQ), which
regulates storm water discharges from the State of California Department of Transportation's
(Department) Municipal Separate Storm Sewer 'System. The proposed amendment willl:
1) Update the analytical methods for Total Kjeldahl Nitrogen and Total Phosphorous in the
Permit with U.S. EPA's recently promulgated methods,
2) Replace discharge locations in the Laguna Point to Latigo Point ASBS with
representative monitoring locations,
3) Remove the Irvine Coast ASBS locations identified in Attachment III of the Permit,
4), Add a provision to allow a Regional Water Board Executive Officer to approve TMDL
compliance unit credits for projects that expand treatment of the TMDL pollutant that
originates outside of the Right-of-Way, and
0) Add a provision to allow the Department to receive compliance units for requirements in
accordance with an approved trash implementation plan under the newly adopted Trash
Provisions' and for the San Francisco Water Board-specific trash implementation
requirements.

SUBMISSION OF COMMENTS
Interested persons are encouraged to submit written comments electronically, Written
comments must be received no later than 12:00 p.rn. (noon) on Monday, October 30, 2017

Comment letters may be submitted electronically, in PDF text format (if less than 15 megabytes

OPPORTUNITY TO REQUEST HEARING
Any interested person may request in writing before the close of the written comment period that
the State Water Board conduct a public hearing on the proposed amendment to the Permit. A
request for a public hearing must state the nature of the issues proposed to be raised in the
hearing. Upon review of the request(s), the Executive Director of the State Water Board, at
his/her discretion, may schedule a public hearing to take place before consideration of approval
of the amendments.
