The SNMP was submitted to and acknowledged by the Central Valley RegiORRI_Water Board in, early 2017. CV-SALTS stakeholders are now working with Central Valley Water Board staff to develop final recommendations for incorporating enhanced salt and nitrate management strategies into the Central Valley Water Board's water guality control plans. After the Central Valley-d egjoflaWater Board's completion of the multi- year project's scope under contracts with the San Joaquin Valley Drainage Authority, $499,588 of the $5-million CAA allocation remains unexpended. Grant funding would be used to help the regulatory proposals that are currently under consideration, to further develop future salt management strategies, and to fund pilot projects designed to identify nitrate-impacted groundwater users and to assist those users in securing safe drinking water supplies, The Kings River Watershed Coalition Authority (KRWCA), a joint powers authority representing landowners and operators irrigating agricultural lands within the Kings River service area, is requesting with direct and indirect benefits to KRWCA. POLICY ISSUE Should the State Water Board approve the resolution to provide $499,588 in grant funding to the KRWCA to support and facilitate i-mpIE4,T-ieq#eatjer�of-the-SNIVP-salt and nitrate management and to authorize the Deputy Director of the Division of Financial Assistance to execute the CAA grant agreement for the project? FISCAL IMPACT The total cost for the project is $499,588, of which approximately $315,000 is to be allocated for nitrate management zone pilot study technical assistance and support; $75,000 for the salinity P & 0 Study work plan, schedule and budget preparation; $70,000 for SNMP implementation education and outreach tasks; and $39,588 for grant administration and program management activities. REGIONAL WATER BOARD IMPACT Approval of the grant funding and agreement execution will not have a direct impact on the Central Valley Fgienal-Water Board. However, the project tasks will ef-flqeinform Central Valley-wide 13-NMPsait and nitrate management activities and will help the KRWCA and other activities to rG�T;�ply--wj#s the ,5,'&-JMP,,-r4p, uiFe-M,e,nt--,,-and-,po,lic,iesidentify groundwater users impacted by nitrate and work with those users and others to secure safe water supplies while developing long-term solutions. HUMAN RIGHT TO WATER ANALYSIS The action proposed under this item is consistent with the established policy of the State recognizing the human right to safe, clean, affordable, and accessible water adequate for human consumption, cooking, and sanitary purposes (human right to water; Water Code section 106.3). The proposed action is also consistent with Resolution No. 2016-0010, in which the State Water Board adopted the human right to water as a core value and top priority. As directed by the State Water Board in Resolution No. 2016-0010, staff have determined that the proposed action supports the human right to water by providing funding to of--#-ie--&NM-P-facilitate salt and nitrate management in the Central Valley. The SNMP's first management goal is to "[e]nsure a safe drinking water supply" in order to "focus on health risks from potentially unsafe drinking water..." (Resolution No. R5-2017-0031). The State Water Resources Control Board (State Water Board) awarded a total of $5 million from the CAA to the Central Valley Regional Water Quality Control Board (Central Valley Regie�4--Water Board) in Resolution Nos. 2009-0023, 2010-0042, and 2012-0066 to conduct a multi-year project in support of the development of a salinity and nutrient management plan for the Central Valley. 2. The Acting Deputy Director of the Division, of Financial Assistance (DFA), pursuant to delegated authority, extended the availability of CAA funding for this multi-year project until December 1, 2018, 3. The Central Valley-R-egiGR04 Water Board, in conjunction with the Central Valley Salinity Coalition (Coalition) and other stakeholders under the Central Valley Salinity Alternatives for Long-Term Sustainability (CV-SALTS) initiative, developed portions of the Si"41M4?-saIt and nitrate management plan (SN,MP) under CAA-funded contract nos. 09-076-150 and 11-123-555 with the San Joaquin Valley Drainage Authority. 4, On January 7, 2017, a Central Valley-Wde SNMP was formally submitted by the CV-SALTS Executive Committee to the Central Valley Water Board. 5. The SNMP policies, strategies and guidance will be considered and may be incorporated amendments to the Water Quality Control Plans for the Sacramento River and San Joaquin River Basin and the Tulare Lake Basin. & Following completion of contract nos, 09-076-150 and 11-123-555, a balance of $499,588 remains from the CAA funds authorized in Resolution Nos. 2009-0023, 2010-0042, and 2012-0066, 7. The State Water Board and the Central Valley Reg-i9i;,;-l-Water Board have an interest in assisting permittees begin early implementation of thate-SNMP req-6ki-ernee- 44tssalt and nitrate management. 8. The Executive Committee of CV-SALTS and the Central Valley Regooi--ial--Water Board Executive Officer support the use of the remaining funds to facilitate &NM.P- jff�0-rn,&f#a§q-nsaIt and nitrate mann ement. THEREFORE BE IT RESOLVED THAT: The State Water Board: 1. Approves the allocation of$499,588 from the CAA for a grant to the KRWCA to assist in t*te--r--�ly-- mplemc-ni-t,at[Gn--Gf-th-c-Central Valley-wide aNLM Psalt and nitrate management; 2. Authorizes the Deputy Director of DFA to execute a grant agreement with KRWCA and any amendments thereto for this project; and 3. Authorizes expenditure of the funds allocated for this project until December 31, 2021, and authorizes the Deputy Director or Assistant Deputy Director of DFA to authorize expenditure of the CAA funds beyond December 31, 2021.
