BACKGROUND The CWSRF Policy was written to implement the federal Clean Water Act's CWSRF Program in California. The CWSRF Policy sets forth the requirements to obtain CWSRF and complementary financing. The CWSRF Policy was last amended on February 17, 2015. Since then, demand on the CWSRF Program has greatly increased, and changes are being proposed by the Division of Financial Assistance to better manage the increased demand. Additional changes are also being proposed to better manage the credit evaluation process and to improve consistency between the CWSRF and Drinking Water State Revolving Fund Policies. Written comments should be submitted as early as possible to ensure thorough staff analysis. Please use the subject line "Comment Letter—November 6, 2018 Board Meeting—CWSRF Policy Amendment".
