NOTICE OF OPPORTUNITY TO COMMENT
PROPOSED AMENDMENT TO THE POLICY FOR IMPLEMENTING
THE DRINKING WATER STATE REVOLVING FUND (DWSRF)
NOTICE IS HEREBY GIVEN that the State Water Resources Control Board
(State Water Board) will consider amending the Policy for Implementing the DWSRF
(DWSRF Policy) as early as the Tuesday, February 5, 2019, Board Meeting.
BACKGROUND
The DWSRF Policy was written to implement the federal Safe Drinking Water Act's DWSRF
Program in California. The DWSRF Policy sets forth the requirements to obtain DWSRF and
complementary financing.
The DWSRF Policy was originally adopted October 21, 2014. Since then, demand on the
DWSRF Program has increased, and changes are being proposed by the Division of Financial
Assistance to better manage the increased demand. Additional changes are also being
proposed to better manage the credit evaluation process and to improve consistency between
the DWSRF Policy and the Clean Water State Revolving Fund Policy.

SUBMISSION OF COMMENTS
The State Water Board will accept both written and oral comments on the proposed Draft
DWSRF Policy Amendment. Written comments should be submitted as early as possible to
ensure thorough staff analysis. Please use the subject line "Comment Letter—
February 5, 2019, Board Meeting—DWSRF Policy Amendment". Written comments must be
received by 12:00 noon on December 21, 2018, and should be addressed to:

Comment letters in pdf less than 15 megabytes may be emailed to the Clerk to the Board at
commentlettersgwaterboards.ca.gov. If the electronic comment letter is greater than
15 megabytes, it may be submitted by fax at (916) 341-5620. Couriers delivering hard copies of
comment letters must check in with lobby security personnel, who can contact Ms. Townsend at
(916) 341-5600.
At the Board Meeting, commenters will be given an opportunity to make oral comments orto
summarize and supplement previously submitted written materials.
PROCEDURAL MATTERS
To ensure a productive and efficient Board Meeting, the Board may limit the time for oral

entrance). Valid picture identification may be required. Please allow up to 15 minutes for
security clearance.
