BACKGROUND The DWSRF Policy was written to implement the federal Safe Drinking Water Act's DWSRF Program in California. The DWSRF Policy sets forth the requirements to obtain DWSRF and complementary financing. The DWSRF Policy was originally adopted October 21, 2014. Since then, demand on the DWSRF Program has increased, and changes are being proposed by the Division of Financial Assistance to better manage the increased demand. Additional changes are also being proposed to better manage the credit evaluation process and to improve consistency between the DWSRF Policy and the Clean Water State Revolving Fund Policy. Written comments should be submitted as early as possible to ensure thorough staff analysis. Please use the subject line "Comment Letter— February 5, 2019, Board Meeting—DWSRF Policy Amendment".
