Dear Bill:
This letter is to acknowledge that the Town of Paradise received your letter of April 21,
2009, in which you requested that the Town provide financial support to the Butte
County branch library located in Paradise. Mayor Rutledge asked me to write this letter
on behalf of the Town.
The Town of Paradise fully appreciates the tremendous financial challenges that Butte
County faces as a result of both the economic recession, as well as state funding cutbacks
that have hit counties particularly hard. We especially regret the cutbacks that the County
was forced to make with respect to the library system, as well as to the County's fire
services contract with Cal-Fire. Both decisions will have both direct and indirect impacts
on our Town, community and county, as a whole.
Unfortunately, your request comes at a time when the Town of Paradise faces its own
significant financial challenges as a result of the recession, our declining tax base, the
possibility that the State may "borrow" as much as 8% of our revenues, not to mention
the additional problem for all local governments should the State run out of cash in the
near future.
Our Town government is presently in the process of developing a proposed two-year
budget for the Paradise Town Council to review, and to consider at their June 26 Budget
Session. All I can promise you at this early point in our budget process, is that I will
include the library funding situation as a discussion item during the Town Council's June
26 budget session.
