YAMAGUCHI PAUL IIAHN Chief Administrative Officer April 19, 2012 U.S. Department of Justice Office of Justice Programs Bureau of Justice Assistance Attn: Grant Review Committee RE: Letter of Support for the Butte County Sheriff's Grant Application Dear Review Committee Members: As the Chief Administrative Officer for Butte County and member of the Butte County Community Corrections Partnership, I am writing this letter to express my strong support for the Butte County Sheriff's application for funding under the FY 2012 -Second Chance Act Adult Offender Reentry Program for Planning and Demonstration Projects grant. The Sheriff's Office, in conjunction with the Butte County Community Corrections Partnership, developed strategies to deal with the challenges resulting from the shift in responsibilities brought about by California's Public Safety Realignment Ac# of 2011. Those strategies include a comprehensive plan to supervise offenders within the community, while at the same time mitigating the impacts on public safety. To that end, the Sheriff's Office established an Alternative Custody Supervision (ACS} unit responsible for supervising offenders within the community. The creation of a Day Reporting Center (DRC} was a central component of the AGS program. Offenders released to the ACS program are required to meet with Sheriff's personnel and programming staff to participate in evidence-based classes designed to address their individual criminogenic needs and reduce recidivism. Offenders have access to a variety of services and programs at the DRC. If funding is awarded under this grant, the Sheriff intends to partner with the Butte County Probation Department to provide services at the DRC to approximately 200 offenders in the probation department's Post-Release Community Supervision program. This will be in addition to the approximately 100 offenders in the Sheriff's ACS program that are already being served. www.buttecounty.net Additionally, the Sheriff intends to expand opportunities for aq offenders receiving services at the DISC. The expanded opportunities include, a Literacy Program offered in partnership with the Butte County Library and a workforce training program offered in partnership with the Butte County Department of Employment and Social Services. Finally, the Sheriff intends to establish a third offender work crew that will assist with public works projects and fire fuel reduction programs. Offenders will receive training and gain experience through this program, which wilt assist them in obtaining future employment. It is my belief that these programs have the potential to significantly reduce recidivism among the population being served and have a direct and positive impact on public safety.
