Re: Request for Extension of Comment Period on Draft Environmental Assessment for
an Amendment of Project License to Reconstruct the Lake Oroville Main Spillway,
Modify the Emergency Spillway, and to Relocate a Project Transmission Line.
Dear Ms. Bose:
On November 8, 2018, NOAA's National Marine Fisheries Service, West Coast Region
(NMFS), received the Federal Energy Regulatory Commission's (FERC) Notice,
"Availability of Draft Environmental Assessment and Draft Environmental Assessment for
the Amendment of Project License to Reconstruct the Lake ()royale Main Spillway, Modify
the Emergency Spillway, and to Relocate a Project Transmission Line, "for the California
Department of Water Resources' Oroville Facilities Hydroelectric Project (FERC Project
No. 2100-185). FERC requested comments to be filed no later than December 10, 2018.
However, for several weeks after November 8, 2018, the most destructive wildfire in
California's history - the Camp Fire - devastated an area immediately to the north of the
Project. This fire also affected an area within the Project's FERC boundary. Therefore, due
to limitations in-part caused by staff voluntary office closure and re-direction for Camp Fire
response, NMFS will be unable to comment by December 10, 2018, and we are requesting a
30 day extension of the comment period to January 9, 2019.
