BACKGROUND
Stewardship Council: The Pacifiic Forest and Watershed Lands Stewardship Council was
established in 2004 as part of a PG&E settlement agreement with the California Public utilities
Commission. The agreement establishes that 140,DD0 acres of PG&E's watershed lands will be
conserved for its public and environmental resources. Membership on the Council governing
board was established in the settlement agreement, and includes a representative from the
Central. Valley Water Board.
CV-SALTS: 1n 2006, a joint State and Central Valley Water Board workshop documented the
need for a comprehensive management plan to address salt and nitrate control, degradation
and pollution in surface and ground waters throughout the Central Valley and initiated a
stakeholder-lead effort. in March of 2010, a Memorandum of Agreement was signed between
the Central Valley Regional Water Quality Control Board, the Central Valley Salinity Coalition
(stakeholder organization} and the State Water Resources Control Board, supporting a
stakeholder lead process (CV-SALTS) to coordinate salt and nitrate controls and management,
regulatory and planning efforts in and affecting the Central Valley Region. In ,#anuary 2012, an
updated strategy, approach and workplan were approved for the CV-SALTS initiative, which can
