We sell manufactured homes in approximately 8 different counties. Per Butte County requirements we have been installing fire sprinklers in our homes for several years now. We were also notified in the fall of 2010 by surrounding counties that there was a new state requirement that all new construction (manufactured or site built) would need fire sprinklers installed as of January 1, 2011. Then on December 21, 2010 we received a notice from Department of Housing and Community Development (see attached). This letter clearly states that manufactured homes are exempt from this unless the county has an ordinance in place stating manufactured homes need to comply. After receiving this letter we immediately contacted the counties we work in to ask if there was an ordinance and, if not, do we need to install fire sprinklers. Yuba, Sutter, Glenn, and Colusa are a few counties that said they would not require fire sprinklers because of this bulletin and if they decided to adopt an ordinance they would notify us. Our response from Butte County was there was an ordinance in place. We were working with 2 possible buyers in Butte County and both asked to see a copy of the ordinance. After pressing the issue with Cal Fire we received the response 2 weeks later that there isn't an ordinance but that Butte County is following the 2007 California Fire Code and sprinklers are required. We don't want to upset anyone and certainly don't want to burn any bridges but I hope you can understand our frustration. How can Butte County interpret the 2007 California Fire Cade differently than the other counties we are working in? We would still continue to offer our clients the choice. I feel there will be homeowners that will install sprinklers even if there wasn't an ordinance if given the choice. But not everyone can afford $10,000 for this, especially in today's economy. Our homes still meet the exterior requirements with the cement siding, tempered glass windows, etc. Please feel free to contact either of us for any questions or concerns.
