HomeMy WebLinkAbout19-281WHEREAS, in compliance with Government Code section 7522.56 the County of Butte must provide UPERS this certification resolution when hiring before 180, days has passed since his or her retirement date; and WHEREAS, Randall Ross, [a|PERS |D# 6099000513 retired from Butte County Department of Employment and Social Services in the position of Employment and Eligibility Specialist, Senior, effective August 13, 2019; and WHEREAS, section 7522.56 requ:ires that post-retirement employment commence no earlier than 180 days after the retirement date, which is February 9, 2020 without this certification resolution; and WHEREAS, section 7522.56provides that this exception tothe 188-daywait period shall not apply ifthe retiree accepts any retirement -related incentive; and WHEREAS, the County of Butte, County Administration and Randall Ross certify that R�ndall Ross has not and will not receive a Golden Handshake or any other retirement -related incentive; and WHEREAS, the County of Butte hereby a�ploints Randall Ross as an extra help retired annuitant to perform the duties ofthe Management Analyst, Principal for Butte [ounty4dmnimistration under Government Code section 21224, effective October 23,2O19;and WHEREAS, the entire employment agreement, contract oraippnintmentdocument between Randall Ross and Butte County Administration has been reviewed by this body and is attached herein; and WHEREAS, momatters, issues, terms or conditions related to this employment and appointment have, been or will beplaced onaconsent calendar; and WHEREAS, the employment shall be limited to 960 hours per fiscal year; and WHEREAS, the compensation paid tmretirees cannot beless than the minimum nor exceed the maximum monthly base salary paid to other employees performing comparable duties, divided by 173.333 to equal the hourly rate: and WHEREAS, the maximum, base salary for this position is $9,016.80 monthly and the hourly equivalent is $52.02, and the minimum base salary for this position is $6,727.07 monthly and the hourly equivalent is $38.81; and WHEREAS, the hourly rate paid toRandall Ross will be $52.02 hourly; and WHEREAS, Randall Ross has not and will not receive any other benefit, incentive, compensation in lieu of benefit NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby certifies the nature of the employment of Randall Ross as described herein and detailed in the attached employment appointment document and that this appointment is necessary to fill the critically needed position of Management Analyst, Principal for Butte County Administration by October 23, 2019 because the county will be operating a Right of Entry (ROE) processing center and collection sites for the Tree Debris Removal Program on behalf of the Town, of Paradise and the unincorporated areas. The center(s) require on-site managers to oversee staffing and work processes.
