Appendix VI -A: Hazardous Materials Classifications Appendix VI -B: Hazard Ranking If the State has adopted the fire code FOR ALL OCCUPANCIES in the state, the matrix gives us enough power to shut Lime Saddle's pumps down until they have made sufficient repairs and additions to their fueling system to prevent further damage and leaks. We will also need to inspect Bidwell Canyon Marina for compliance --and probably every other business in the County that has an article in the CFC Matrix that pertains. As I noted in the email I sent after I met with Regional Water Quality, Environmental Health, and the Lime Saddle Owner last week, Regional Water Quality has been in charge of enforcing spill regulations a�t the marina. My research time to discover their rules and regulations has been limited so far. I promised the owner that I would help her research (in other words, "What do all the other marinas do?") the problem. I did some limited research last week. C',nterfolds--I apologize for not informing all the Chiefs of the inspection I did at g P Centerfolds. I walked through at the invitation of the Chief Building official Mike Veiria (sp?). We were accompanied by a plans reviewer and two code enforcement officers. They were there to investigate recent remodeling done without permits and plans. I was there to follow-up my first inspection and to inspect the new additions according to the GIFC codes I can enforce on an assembly occupancy. I realize it looked bad since the I ecent publicity --however, I have done this with the building department at other businesses in the county when fire issues were questioned and I could provide expertise-- 1�ike a feed store (sprinklers? no vehicles loading/unloading in the building?) and most recently, questions about a new bakery (combustible dusts.) From now on I will not leave a life safety inspection in the hands of an engine company who has not previously accompanied me to the same business. If compliance (primarily a critical life safety item) is not evident before I go on days off or vacation I will "red tag" the building -- and I will notify all pertinent stations and chiefs "face to face" or by telephone the actions I am taking. I will also have another Prevention officer with me if action may have to be taken while I am absent. T understand Captain Valentich had a problem with the electrical power capabilities of the building --the building inspectors are looking into that issue --lots of information and photographs taken the day I was there with them. My issue was strictly for him to be sure that the "firewatch" was in place --all employees carry a working flashlight and be near the main exits from the show area. The seven days I gave the manager to make the primary life safety equipment repairs (exiting signs and lights) was not up yet when FC Valentich checked in Friday night, though it sounds like those items had been completed. My I pologies also to FC Valentich for not calling him prior to his inspection and for not making my email more clear --it won't happen again --another lesson learned. Note: I am also working with the building department on a problem with Chico Country Day School (sure to be a political issue.) They have moved into a mini -mall (same as Balsch 2 ;amera and Spiteri's Deli) wichout a change of occupancy permic, a building permit or Submitting building plans. I am concerned with their exiting. I have scheduled a "fire frill" with them the week I return from vacation. School was done for the day last Chursday when I first visited. If I am not satisfied then I will have them make modifications or close them down until code requirements are met --which will surely juarantee an irate call to the chief. NOTE: this school is mostly in the City of Chico (we lave three portables and the mini -mall in our jurisdiction.) Separating out "political issues" for the Chief is not going to be as easy as I thought. Mess with the schools--o'boy! 'lit this please before you pass it on --just to stay out of the media in case they get any lord (liability statements for example.) It has never been my intention to embarrass the Department --especially you and those I vork with. I will try to work more intellegently in the future --more inspection Lrivitations and training for the engine companies included. My work involves walking on -gg shells occasionally.
