Dear Donna,
I have denied the fire clearance at Crystal Meadows. The deck construction does not
conform to the requirements of the California Building Code. The "non- ambulator' status
of the home was never relayed to the building department, neither on the plans nor when the
occupancy classifirdtion changed I accept part of the blame for the occupancy classifiration
problem, though it is the owner's responsibility to obtain a hermit from Butte County for the
change. I failed to require proof that it had been ane.
Also, changing from an ambulatory facility to a non-ambulatory facility will require an exit
from one of the rear bedrooms (CBC Section 1007.63.2.2) from one of the two adjacent
bedrooms in the home. Mr. Jimmixik had plans for a sliding glass door onto a deck in the
southeast bedroom at the time I inspected in August 2001. I confirmed this requirement with
the wilding today.
Exit signs will be required above all doors that serve as exits in the home.

1007.6.3.1.1 1998 CALIFORNIA BUILDING CODE
1007.7.1 _
EXCEPTION. Divisions 2.1.1 and 2.2.1 Occupancies which are
constructed of not less than Type V, One-hour construction and which
are provided with an automatic sprinkler system complying with Chap-
ter 9 may have exits as required by Section 1005.3.3.
1007.6.3.1.2 Two enclosed exit stairways which are remotely lo-
cated from each other shall be provided in Division 2.1 Occupan-
cies housing nonambulatory clients above the first floor. Except as
required by Section 1005.3.3, enclosed stairways which serve
nonrated corridors may be of nonrated construction.
1007.6.3.2 Exit arrangements
1007.6.3.2.1 Exiting through adjoining dwelling units shall not
be permitted.
1007.6.3.2.2 In Divisions 2.1.1, 2.2.1 and 2.3.1 Occupancies
which are of nonrated construction, bedrooms used by nonambu-
latory clients shall have access to at least one of the required exits
which shall conform to one of the following:
Exits through a corridorlhallway or area and into a bedroom (in
the immediate area) which has an exit directly to the exterior. Bed-
room doors used as exits shall have exit signs complying with Sec-
tion 1003.2.8.
Through a corridor/hallway (serving the sleeping area which
exits directly to the exterior).
Direct exit from the bedroom to the exterior.
Exit through an adjoining bedroom which exits to the exterior.
1007.6.3.2.3 A means of exit shall not pass through kitchens,
storerooms, closets or spaces used for similar purposes.
EXCEPTION: Kitchens which do not form separate rooms by
construction.
1007.6.3.2.4 A means of exit shall not pass through mo a than one

1007.63.3 Cotridorslhallways.
1007.6.3.3.1 The minimum clear width of a corridor shall be as
follows:
Division 2.1. Sixty inches (1524 mm) on floors housing nonam-
bulatory clients.
EXCEPTION: Existing buildings reclassified to a Group R, Divi-
sion 2.1 Occupancy, built prior to January 1, 1994, with existing corri-
dors having a width of not less than 44 inches (1118 mm).
Forty-four inches (1118 mm) on floors housing only ambulatory
clients.
Division 2.1.1. Thirty-six inches (914 mm) on floors housing
clients.
Division 2.2. Forty-four inches (1118 mm) on floors housing
clients.
EXCEPTIONS: I. Corridors serving an occupant load of 10 or less
shall not be less than 36 inches (914 mm) in width.
2. Corridors serving ambulatory persons only and having an occu-
pant load of 49 or less shall not be less than 36 inches (914 mm) in
width.
Division 2.2.1. Thirty-six inches (914 mm) on floors housing
clients.
Division 2.3. Sixty inches (1524 mm) on floors housing clients.
Division 2.3.1.1 Thirty-six inches (914 mm) on floors housing
clients.
In Group R, Division 2.1 and Group R, Division 2.2.1.1 build-
ings provided with fire sprinklers throughout and which are re-
quired to have rated corridors, door closers need not be installed
on doors to client sleeping rooms.

In Group R, Division 2.3 and Group R, Division 2.3.1.1 build-
ings, doors to client rooms shall be a self-closing, positive -latch-
ing 1318 inch hollow wood door. Such doors shall be provided with
a gasket so installed as to provide a seal where the door meets the
stop on both sides and across the top. Doors shall be maintained
self-closing or shall be automatic closing by actuation of a smoke
detector in accordance with Section 713.
1007.6.3.3.2 In Divisions 2.1 and 2.1.1 Occupancies having
smoke barriers, cross -corridor doors in corridors 6 feet (1829
mm) or less in width shall have, as a minimum, a door 36 inches
(914 mm) in width.
Door closers are not required on doors to client sleeping rooms
in rated corridors when the building is provided with automatic
sprinklers throughout.
1007.6.3.3.3 In Divisions 2.1.1 and 2.2.1 Occupancies, hallways
may be interrupted by intervening rooms.
1007.6.3.4 Changes in level. Changes in level up to 114 inch
(6 mm) may be vertical and without edge treatment. Changes in
level between 114 inch (6 mm) and 112 inch (12.7 mm) shall be bev-
eled with a slope no greater than 1 unit vertical in 2 units horizon-
tal (50% slope). Changes in level greater than 112 inch (12.7 mm)
shall be accomplished by means of a ramp.
1007.63.5 Stairways. In Group I, Divisions 1.1 and 2.1, and
Group R, Division 3 Occupancies that are reclassified as a Group
R, Division 2.1.1 or 2.2.1 Occupancy, stairs may continue to use
existing stairways (except for winding and spiral stairways which
are not permitted as a required means of egress) provided the
stairs have a maximum rise of 8 inches (203 mm) with a minimum
run of 9 inches (229 mm). The minimum stairway width may be
30 inches (762 mm).
1007.6.3.6 Floor separation. Group 1, Divisions 1.1 and 2.1,
and Group R, Division 3 Occupancies that are reclassified as
Group R, Division 2. 1.1 or 2.2.1 Occupancies shall be provided
with a nonrated floor separation which will prevent smoke migra-
tion between floors. Such nonrated floor separations shall have
equivalent construction of 112 -inch (12.7 mm) gypsum wallboard
on one side of the wall studs and shall be positive latching, smoke
gasketed, and shall be automatic closing by smoke detection.
EXCEPTIONS: 1. Occupancies with at least one exterior exit from
floors occupied by clients.
2. Occupancies provided with automatic fire sprinkler systems
complying with Chapter 9.
1007.6.3.7 [For SFM1 Fences and gates. Grounds of Residen-
tial Care for the Elderly facilities serving Alzheimer clients may
be fenced and gates therein equipped with locks, provided safe
dispersal areas are located not less than 50 feet (15 240 mm) from '
the buildings. Dispersal areas shall be sized to provide an area of
not less than 3 square feet (0.279 m2) per occupant. -Gates shall i
not be installed across corridors or passageways leading to such i
dispersal areas unless they comply with exit requirements. See i
Section 1008 for exits from dispersal areas.
1007.6.3.8 [For SFM] Basement exits. One exit accessible to
every room below grade shall lead directly to the exterior at grade
level from the basement level. c
1007.7 Special Hazards.
1007.7.1 Rooms containing fuel -fired equipment. All rooms
containing a boiler, furnace, incinerator or other fuel -fired equip-
ment shall be provided with access to two exits or exit -access
doors when both of the following conditions exist:
1. The area of the room exceeds 500 square feet (46.45 m2), and
2. The largest piece of fuel -fired equipment exceeds 400,000
Btu per hour (117 228 W) input capacity.

1114B.I.2 Accessible route of travel When a building, or por-
tion of a building, is required to be accessible or adaptable, an
accessible route of travel shall be provided to all portions of the
building, to accessible building entrances and between the build-
ing and the public way. Except within an individual dwelling unit,
an accessible route of travel shall not pass though kitchens, stor-
age rooms, restrooms, closets or other spaces used far similar pur-
poses. At least one accessible route within the boundary of the site
shall be provided from public transportation stops, accessible
parking and accessible passenger loading zones, and public
streets or sidewalks, to the accessible building entrance they
serve. The accessible route shall, to the maximum extent feasible,
coincide with the route for the general public. At least one accessi-
ble route shall connect accessible buildings, facilities, elements
and spaces that are on the same site. At least one accessible route
shall connect accessible building or faciliry entrances with all ac-
cessible spaces and elements and with all accessible dwelling
units within the building or facility. An accessible route shall con-
nect at least one accessible entrance of each accessible dwelling

Where more than one route of travel is provided, all routes shall
be accessible.
EXCEPTION: Where an elevator is provided for vertical access,
only one elevator is required. Where snore Than one elevator is pro-
vided, all elevators shall be accessible.

11148.2 Egress and .areas for Evacuation Assistance.
1114B.2.1 [For SFMI General. In buildings or portions of
buildings required to be accessible, accessible means of egress
shall be provided in the same number as required for exits by
Chapter 10. When an exit required by Chapter 10 is not accessible,
tin area for evacuation assistance shall be provided.
Areas for evacuation assistance shall compl- :rich the require-
ments of this code and shall adjoin an accessible route of travel
complying with this code.
EXCEPTIONS: 1. Areas of evacuation assistance are not required
in buildings or facilities having a supervised automatic sprinkler sys-
tem.
2. In alterations of existing buildings, areas of evacuation assis-
tance are not required
1114B.2.2 [For SFM] Areas for evacuation assistance.
1114B.2.2.1 [For SFMJ Location and construction. ,-1n area
for evacuation assistance shall be one of the following:
1. [For SFMJ A portion of a stairway landing within a smoke -
proof enclosure, complying with Section 1005.3.3.
2. [For SFMI A portion of an exterior exit balcony located im-
mediately adjacent to an exit stairway when the exterior exit
balcony complies with Section 1006.3. Openings to the exterior of
the building located within 20 feet (6096 tum) of the area fpr evac-
uation assistance shall be protected with fire assemblies having a
three fourths -hour fire -protection rating.
3. [For SFMJ A portion of a one-hour fire -resistive corridor
complving with Section 1004.3.4 located immediately adjacent to
an exit enclosure.
4. [For SFMJ A vestibule located immediately adjacent to an
exit enclosure and constructed to the same fire -resistive standards
as required by Section 1004.3.4.
5. [For SFMJ A portion of a stainvav landing within an exit
enclosure which is vented to the exterior and is separated from the
interior of the building by not less than one-hour fire -resistive
door assemblies.
6. [For SFM] When approved by the building official, an area
or room which is separated from other portions of the building by
a smoke barrier. Smoke barriers shall have afire -resistive rating
of not less than one hour and shall completely enclose the area or
room. Doors in the smoke barrier shall be tightfitting smoke- and
draft -control assemblies having a fire -protection rating of not less
than 20 minutes and shall be self-closing or automatic closing.
The area or room shall be provided with an exit directly to an exit
enclosure. When the room or area exits into an exit enclosure
which is required to be of more than one-hour fire -resistive
construction, the room or area shall have the same fire -resistive
construction, including the same opening protection, as required
for the adjacent exit enclosure.
7. [For Vii] An elevator lobby complying with Section
1114B.2.3.
1114B.2.2.2 [For SFtti1J Size. Each area for evacuation assis-
tance shall provide at least two accessible areas that are not less
than 30 inches by 48 inches (762 mm by 1219 min). The area for
evacuation assistance shall not encroach on any required exit
width. The total number of such 30 -inch by 48 -inch (762 mm by
1219 tum) areas per .story .shall not be less than one for every 200
persons of calculated occupant load served by the urea for evacu-
ation assistance.
EXCEPTION. The building ofcial may reduce the minimum num-
ber of 30 -inch by -t8-inch 1762 mm by 1219 min) areas to one for each
area for evacuation assistance onn-tloors where the occupant load is
less than 200.

1007.6.3.3 Corridors/hallways.
1007.6.3.3.1 The minimum clear width of a corridor shall be as
follows:
Division 2.1. Sixty inches (1524 mm) on floors housing nonam-
bulatory clients.
EXCEPTION: Existing buildings reclassified to a Group R, Divi-
sion ..1 Occupancy, built prior to January 1, 1994, with existing corri-
dors having a width of not less than 44 inches (1118 mm).
Forty-four inches (1118 mm) on floors housing only ambulatory
clients.
Division 2.1.1. Thirty-six inches (914 mm) on floors housing
clients.
Division 2.2. Forty-four inches (1118 mm) on floors housing

In Group R, Division 2.3 and Group R, Division 2.3.1.1 build-
ings, doors to client rooms .shall be a self-closing, positive -latch-
ing 13/3 inch hollow wood door. Such doors shall be provided with
a ,;asket so installed as to provide a seal where the door meets the
stop on both sides and across the top. Doors shall be maintained
self-closing or shall be automatic closing by actuation of a smoke
detector in accordance with Section 713.
1007.6.3.3.2 In Divisions 2.1 and 2.1.1 Occupancies having
smoke barriers, cross -corridor doors in corridors 6 feet (1829
mm) or less in width shall have, as a minimum, a door 36 inches
(914 mm) in width.
Door closers are not required on doors to client sleeping rooms
in rated corridors when the building is provided with automatic
sprinklers throughout.
1007.6.3.3.3 In Divisions 2. 1.1 and 2.2.1 Occupancies, hallways
may be interrupted by intervening rooms.
1007.6.3.4 Changes in level. Changes in level up to 114 inch
(6 mm) may be vertical and without edge treatment. Changes in
level between 14 inch (6 mm) and 112 inch (12.7 mm) shall be bev-
eled with a slope no greater than 1 unit vertical in 2 units horizon-
tal (50% slope). Changes in level greater than 112 inch (12.7 mm)
shall be accomplished by means of a ramp.
1007.6.3.5 Stairways. In Group I, Divisions 1.1 and 2.1, and
Group R, Division 3 Occupancies that are reclassified as a Group
R, Division 2.1.1 or 2.2.1 Occupancy, stairs may continue to use
existing stairways (except for winding and spiral stairways which
are not permitted as a required means of egress) provided the
stairs have a maximum rise of 8 inches (203 mm) with a minimum
run of 9 inches (229 mm). The minimum stairway width may be
30 inches (762 mm).
1007.6.3.6 Floor separation. Group 1, Divisions 1.1 and 2.1,
and Group R, Division 3 Occupancies that are reclassified as
Group R, Division 2. LI or 2.2.1 Occupancies shall be provided
with a nonrated floor separation which will prevent smoke migra-
tion between floors. Such nonrated floor separations shall have
equivalent construction of 112 -inch (12.7 mm) gypsum wallboard
on one side of the wall studs and shall be positive latching, smoke
gasketed, and shall be automatic closing by smoke detection.
EXCEPTIONS: L Occupancies with at least one exterior exit from
floors occupied by clients.
2. Occupancies provided with automatic fire sprinkler systems
complying with Chapter 9.
1007.6.3.7 [For SFM] Fences and gates. Grounds of Residen-
tial Care for the Elderly facilities serving Alzheimer clients may
be fenced and gates therein equipped with locks, provided safe
dispersal areas are located not less than 50 feet (15 240 mm) from
the buildings. Dispersal areas shall be sized to provide an area of -
not less than 3 square feet (0.279 m2) per occupant. Gates shall
not be installed across corridors or passageways leading to such
dispersal areas unless they comply with exit requirements. See
Section 1008 for exits f rom dispersal areas.
1007.6.3.8 [For SFM] Basement exits. One exit accessible to
every room below grade shall lead directly to the exterior at grade
level from the basement level.
1007.7 Special Hazards.
1007.7.1 Rooms containing fuel -fired equipment. All rooms
containing a boiler, furnace, incinerator or other fuel -fired equip-
ment shall be provided with access to two exits or exit -access
doors when both of the following conditions exist:
1. The area of the room exceeds 500 square feet (46.45 m2), and
2. The largest piece of fuel -fired equipment exceeds 400,000
Btu per hour (117 228 W) input capacity.
