An inspection of the referenced facility was recently conducted in accordance with Section
13145 of the California Health and Safety Code. The purpose was to determine compliance
with the minimum fire and life safety standard required by Titles 19 and 24 of the California
Code of Regulations.

Dear Mr. Madilla:
This letter is to confirm our discussion on the location of the new
hazardous materials building and the removal of the old storage building.
The location of the new hazardous material storage building as shown on
the attached sketch is acceptable to Butte County Fire Department except
that the distance between the fence and the new building has to be 30 feet
instead of the 20 feet shown.
When the new building is installed and the old storage shed is
removedp lease call me for another inspection. If there are any questions

Topic :Relocation of storage shed
On October 3, 1997, during an inspection of our school site, Joseph
Campbell from the Office of the State Fire Marshall cited us for having our
storage shed located too close to rooms 10 and 11, (Ms. B's and Mr.
Bivens). `
The following information will take you step by step from the citation, and
what we have done to begin correcting the problem to where i would like
to relocate the new storage shed. Your input and suggestions will be
appreciated. The following outline will help.

have contacted the Office of Public School Construction to see what if
any hurdles or requirements we must meet as we get ready to begin this
project. At the present , June 16, 1999 I have not heard from my contact
person, but during a phone conversation ori the 15th of June with their
office I was told that we might only need the Fire Marshal to approve
where we would like to locate the new shed. If this is not true we will have
to make alt the formal applications and submit all the proper documents
to the O.fl.S.C.. if we have to jump through..the hoops our costs will go
up.

This letter is in response to your written proposal dated August 4,1998, for
compliance with the outstanding deficiencies outlined in my Fire Safety Correction Notice of
October 3, 1997. Your proposal addresses items 3,4 and 5 which pertain to Classroom 6
conversion to light storage and the location of Classrooms 10 and 11 within required distance
to a storage shed.
I have reviewed the design specifications presented by Thompson and Hendricks and
your 90 day plan to relocate storage materials and demolish the storage shed. This letter is to
inform you that the proposal, as presented, was found to be in accordance with the applicable
provisions of Title 19 and 24.

Per your conversation with Mr. Danny Mardilla concerning use of our storage facilities here at
Bangor School, the following information is submitted:
* Safety Correction Notice dated 10/3/97, file number 52-0421, requires the school
to correct the fire hazard with its storage shed, located on the north side of the school,
in relation to rooms 10 & 11, per item #4;
* the violation of room 6, per item #3 of the Safety Correction Notice will be
corrected;
* we propose to provide a one hour fire wall to room 6, per drawing provided by
Thomson & Hendricks dated 7/28/98, which is enclosed;
* upon upgrade of room 6, all materials in the north storage shed located behind rooms
10 & 11 will be removed to room 6;
* the storage units will be empty, and will be demolished within ninety days;
* a corrected plot map showing the removal of the north storage shed is enclosed, to
correct item #5 of the Safety Correction Notice.
We await your approval, so we may begin the corrections. Thank you for helping us to correct
these violations.

Enclosed is a copy of Joe Campbell's letter of clarification regarding the Fire Safety Correction
Notice he issued on October 3, 1997.
As a Deputy State Fire Marshal, he acts as your local fire official from CDF, but he also has the
code interpretation authority vested in the Office of the State Fire Marshal. He agrees with our
November 3, 1997 recommendation to convert Building No. 6 to a conference/staff work room,
but he notes that our recommendation to provide 1 -hour fire protection at the storage shed wall
does nothing to protect the walls and openings of classrooms 10 and 11. You will need either to
protect the shed and classrooms 10 and 11 as he outlines in item no. 4 of his Fire Safety
Correction Notice, or move the storage shed or classrooms so that at least 20' separate them.

This is in response to your letter regarding the code interpretation of deficiencies noted
during an inspection of the Bangor Union Elementary School on October 3, 1997. As a matter
of clarification, the Office of the State Fire Marshal is the authority having jurisdiction in
existing school buildings. The Division of the State Architect is the authority for design and
construction of new school buildings.
Therefore, the deficiencies noted on the Fire Safety Correction Notice (EN -11) shall be
brought into compliance. Specifically, the installation of relocatable classrooms within the
required distance for separation between buildings and property lines.

Dear Joe,
Following is our proposal for the Bangor Union Elementary School District to mitigate the
storage adjacencies to their classroom buildings:
1. Empty building 6 of its storage contents and convert it to a conference/staff work
room, with contents appropriate to that function.
2. Remove the doors in the storage building behind Classrooms 10 and 11 in the area
that the storage building overlaps the classrooms, approximately 29 feet. Frame in
the openings, and install two layers 5/8" type "X" gypsum board over the interior
wall surface on that side. Provide desired openings on the other side of the building,
probably reusing the doors salvaged from the removal.
Please call us if you have any objections to these measures. Otherwise, we will pass them on to
the District, who is anxious to comply within your 45 day correction period.
