Chief: Did the alarm test for the school district today and found the following problems:
High school: Need to repair alarm box # 104, unable to pull handle down to trip the box
Repair horn in Auto shop. Strobes activate, but no horn upon tripping of the box
Intermediate school: No problems noted.
Elementary school: Portable # 29, No horn upon activation.
Portable # 31, Remove rakes in front of pull station.
Portable # 32, Drapes, computer table hiding pull station.
Main building, strobe lights inoperable in main hallways.
Also, per Captain Fowler, I showed grounds maintence how to mark out restricted area
in front of and around FDC connection on North side of
gym.
I found the maintence staff to be very helpful while doing the above inspections.

We took a quick look at the pesticide room again and found it padlocked. At least 30 gallons of
pesticide/herbicide including Direx 80 DE, Trimec, Balan 2.5G (100# + powder), SurPlan and Phostoxin (6
canisters.) Also explosive 1.4 stored in room, a gas used to kill gopher/rodents. No one hour fire
construction, no ventilation. Mr.. York very defensive. MSDS binder there, didn't check for every substance
listed but had at least 20 MSDSs. The electrical room still not locked, he states very little electricity in the
room now, all the hazard signs were needed before electrical system was overhauled. Asked him to lock the
room and he stated "Didn't have time for it today would do it tomorrow, besides kids are gone for two weeks
for winter break" Definite attitude. Issued facility inspection form stating it must be locked in 7 days. Will
reinspect next Monday. Will ask my partner Chris to test the fire alarms tomorrow if he has time.

Dear Officer Fowler:
Thank you for your recent visits to our campus and the help you and Bill Orthel have provided in
bringing our fire apparatus access, hydrant clearance and vehicle movement and parking into
compliance. The following is a report on the current status as well as projected timelines for
completion of each of the numbered items denoted in your letter of November 30, 2000:
1. we are in the process of designing a sign with your recommended language as well as
similar language necessary to comply .with the. Am e 'cans with Disabilities Act. This
should be installed by February 28, 2001. �o
2. A minimum 10' red curb has been painted on both sides of each fire hydrant and some
have been stenciled with "No Parking, Fire Lane". The signage and balance of the
stenciling will be completed by January 31, 2001.&)Z>,-
3. Signs as requested have been installed and Dave York will contact the Station 45 to
determine where the yellow lines should be. The painting will be completed by January
31.
4. We are in the process of determining how to best address the deletion of the existing fire
lanes not designated as such and will either repaint them as passenger loading zones or
have all paint removed entirely. This should be completed by February 28. 0-y�.

9. Dave has measured the gate at 12.5 feet. We plan to have a pedestrian gate installed to
the north of the existing gate by February 28 and the existing gate will then remain

11. As this involves moving an existing handicap accessible space, this item will be included
as part of the striping to be done by a professional contractor in the summe of 2001.

I was recently appointed Butte County Fire Department's Life Safety Officer (Fire Marshal). My duties
include conducting Title 19 Panic and Life Safety Inspections that were previously the responsibility of the
California State Fire Marshal
Fire Captain Ted Crawford passed to me the job he had been doing to determine better fire apparatus
access, fire hydrant clearance, and staff and visitor vehicle movement and parking within the District's
boundaries. I have attached a list and a map that show where fire lanes shall be designated; where fire
lanes may be deleted, where gates should be placed or widened; and, where building egress shall be marked
and maintained. Each item has a corresponding number on the campus map. Items numbered 1 through 11
must be completed by December 28, 2000; items 12, 13 and 14 are to be discussed and negotiated prior to
the addition of any new portables or new construction.
Once you have had time to review this list I would like to schedule a meeting with you and your staff to
assist with the implementation of each of the items.

Re: Traffic/Circulation — Durham Schools
Dear Penny:
I want to thank you for inviting me to meet with you on October 27, 2000, to discuss the traffic
and circulation issues in and around the Durham Schools. I would like to provide volt with the
following summary of my comments and ideas we discussed.
C� Midwav -- The County' has designed and budgeted for the coi1sr-LICtion of a left torn
pocket on the Midway at the entrance to the Midway baseball fields. This project is
planned for construction during the summer of 2001. When complete. this
intersection will provide safe ingress/egress from this area.
Durham Dayton Highway — The existing unimproved access to the Durham Dayton
Highway located behind the football/baseball fields will need improvements before it
should be used on a regular basis for school ingress/egress. The posted speed limit
along this section o Durham Davion Highway is 25 mph. A dedicated left turn pocket
is probably not warranted at this location. A standard County road approach
(attached) WDWN need to be constructed prior to this access being open on an ongoing
basis to school rraffic. The standard road approach would require the removal of
some landscaping, fronting the yards of the adjacent homes. The school district
should also consider paving the access road to minimize dost that will affect the
neighbors. An additional concern the school district should consider before inoving
too far forward on this access option is the impact of more vehicles traveling past the
baseball fields and spectator stands, which are located in the area_
Putney Drive -- As we all know, Putney Drive, as well as the internal school roads in
this area. are veru congested dciring the periods before and after school. 11�Iy
experience when dropping nay son off at school is that it can often times take me 5-7
minutes to be able to turn left onto Durham Dayton Highway from Putney DrI'Ve.
While this delay and congestion is often frustrating, I have not observed any
ny
significant traffic safety issues. The congestion requires all vehicles to drive slowly
in this area. which provides the driver every opportunity to observe and avoid
interactions with pedestrians and other vehicles. The CHP has also been veru active
in their enforcement of the 25 mph speed limit when children are resent in the
scat p
pool zone along Durham Darton Highway.
Emergency access to the schools during the periods of heavy congestion is a
concern
that should be addressed. I recommend that the school district meet with the area's
emergency response agencies and develop a plan on how they would access the

school grounds during an emergency. I would be more than ha to be art ofthis
meeting.
Cl Potential new driveway access from elementary school parking lot: I would suggest
that the school district not consider developing a new driveway access from the
elementary school parking area onto Durham Dayton Highway. I believe this new
access route would create additional conflicts between vehicles and school children.
This new rote would be viewed by many vehicles from both the hi rh Schoul tand
middle school as a short cut or reliever from the Putney Drive congestion. Also,
vehicles using this proposed driveway and turning left onto Durham Dayton Highway

would only add to the traffic going east on Durham Hayton Highway past Putney
Drive, which would result in more delay on Putney Drive.
Again I wish to thank you for allowing me to review and comment on the school district's traffic
and circcilation issues. 1 would be happy to continue to work with you and your Board on this
issue.

WAS GIVEN TO THOSE LOCATIONS NEAR NEW AND PROSPECTIVE PORTABLE
SITES.
I WAS LATER ADVISED THAT THE #2 SITE WAS NOT FEASIBLE.A LOCATION
MIDWAY ON THE SOUTH END OF THE HIGH SCHOOL PARKING LOT WAS
PROPOSED BY JIM JOHANSEN. THIS WAS AGREEABLE TO ME.
LAST WEEK I NOTICED HYDRANT LOCATIONS #1,3 AND 4 WERE INSTALLED.
I'M NOW BEING ADVISED THAT THE ARCHITECT WANTS A HYDRANT NEAR SITE
#2 BUT IT WILL COST MORE MONEY.
I HAVE ADVISED THAT THE ALTERNATE SITE #2 IS ACCEPTABLE TO ME AND
THAT A SITE ON THE WEST SIDE OF THE ELEMENTARY SCHOOL WOULD BE A
GOOD FUTURE LOCATION.
I'M CONCERNED WHY HYDRANT SITE #4 WAS INSTALLED INSTEAD OF
ALTERNATE SITE#2 OR SOME OTHER SITE NEAR THE WEST END OF THE
ELEMENTARY SCHOOL.

LOT,NORTH OF BUS BARN AND ONE ON THE NORTH SIDE OF THE GATE
BETWEEN THE OLD GYM AND THE REC DISTRICT PROPERTY.
THERE IS SUPPOSE TO BE ONE PUT IN ON THE SOUTH SIDE OF THE HS
PARKING LOT ON THE NORTH SIDE OF THE ELEMENTARY SCHOOL.THERE WERE
ALSO A NUMBER OF STUBS PUT INTO THE SYSTEM FOR FUTURE HYDRANTS.

I WAS NOT ABLE TO MEET WITH DAVE YORK TODAY, HE WAS IN SACRAMENTO
ON BUSINESS. I DID MEET WITH MATT MCKISSON AND HE TOOK ME ON A
TOUR OF THE COMPOUND. I LEARNED THE FOLLOWING FACTS ABOUT THE
WATER SUPPLY:
1. ALL DOMESTIC WATER INTO THE CAMPUS IS PROVIDED BY DURHAM
IRRIGATION DISTRICT.
2. ALL STEAMER HYDRANTS ARE FED BY DURHAM IRRIGATION DISTRIC`1',
THEY ARE NOT LONGER TIED INTO THE SCHOOL IRRIGATION SYSTEM.
3. ALL WARFHEADS (2 1/2ARE FED BY THE SCHOOL IRRIGATIGA. SYSTEM
ONLY, NO TIE TO DURHAM IRRIGATION DISTRICT.
4. THE PUMP THAT FEEDS THE SCHOOL IRRIGATION SYSTEM IS ON THE
DECLINE, AND THEY HOPE TO HAVE A NEW ONE BUILT IN THE NEXT FEW
YEARS.
5. THE WELL THAT FEEDS THE SCHOOL IRRIGATION SYSTEM CURRENTLY IS
CHLORINATED TO MEET POTABILITY STANDARDS. THEY WILL PROBABLY
ABANDON THE CHLORINATION WITHIN THE NEXT SIX MONTHS, MAKING THAT
WATER NON -POTABLE.
6. THE SCHOOL WOULD BE HAPPY TO ADD A 4 1/2" FDC AT THE PUMP HOUSE
OFF OF AN EXISTING 6" PIPE THAT HAS A GATE VALVE. WE JUST NEED TO
SUPPLY THEM WITH THE FDC.
7. MATT WOULD LIKE TO SEE A FIRE DEPT. ACCESS GATE INSTALLED OFF
OF DURHAM DAYTON, ON THE WEST SIDE OF THE ELEMENTARY SCHOOL. THIS
WOULD PROVIDE BETTER ACCESS TO THE PORTABLE CLASSROOMS ON THE
NORTHWEST SIDE OF THE ELEM. SCHOOL.
8. IF HE CAN ARRANGE FOR THE ABOVE MENTIONED GATE HE WOULD LIKE TO
INSTALL A STEAMER HYDRANT BETWEEN THE TIMBER JUNGLE GYM AND THE
PORTABLE CLASSROOMS.
9. A CHECK VALVE WAS INSTALLED TODAY TO COMPLETELY SEPARATE THE
SCHOOL IRRIGATION WATER FROM DURHAM IRRIGATION DISTRICT WATER.
THIS ADDITION NOW MAKES THE KEY AT STA 45 OBSOLETE. WE CAN NO
LONGER AUGMENT THE TOWN SUPPLY WITH SCHOOL IRRIGATION WATER OR
VICE VERSA.
10.WE TOURED THE HIGH SCHOOL GYM. THE ONLY SPRINKLERED AREAS ARE
ABOVE AND BELOW THE STAGE. THEY ALSO RECENTLY REDISCOVERED A FEW
HIDDEN STORAGE SPACES LIKE MEZZANINES ABOVE THE LOCKER ROOMS, THE
STAGE AND THE KITCHEN. THEY ALL SEEM TO BE CONNECTED BUT IT WOULD
BE HARD FOR A PERSON TO TRAVEL BETWEEN THEM. (EASY FOR A FIRE j
THE SPACE ABOVE THE LOCKER ROOMS IS ACCESSIBLE FROM EACH LOCKER
ROOM. THE SPACE BY THE STAGE IS ACCESSIBLE BY A SMALL DOOR ON THE
WEST WALL. THE KITCHEN SPACE IS ACCESSIBLE IN THE KITCHEN
HALLWAY.
AS YOU CAN SEE WE LEARNED A LOT FROM MATT, HE WAS VERY HELPFUL.
WOULD YOU LIKE ME TO TRACK DOWN A 4 1/2' FDC FOR THE PUMP HOUSE?
I WILL BE MAKING THE NECESSARY CHANGES TO THE HYDRANT RECORDS ASAP
AND PUTTING DOWN THE BLUE DOTS ON FRIDAY.

Thank you for your response to our letter of corrections dated
February 15, 1990.
In regards to the required sprinkler system for the Intermediate
School Gymnasium, an alternate means of protection can be granted
under the following conditions:
1
1. The gym capacity is posted and strictly maintained at no more
than 299 occupants.
2. All exit doors are kept clear of any obstructions, including
tables and chairs set-up to collect tickets at the entrance.
3. A schedule of events, such as plays, dances, and games, will
be forwarded monthly to the State Fire Marshal., 4 Williamsburg
Lane, Suite 3, Chico, CA 95926.
Random checks of these conditions will be conducted periodically
by Deputy Slaughter.
To validate this alternate means of protection, please confirm
in writing your agreement to adhere to these conditions.

efforts to provide a fire safe environment for your students and
staff.

A follow-up inspection was conducted at the above facility to determine com-
pliance with applicable sections of Titles 19 and 24 of the California Code of
Regulations. The following deficiencies were noted and shall be corrected ;
Wing 100
a) Remove all hold -open devices from the classroom doors which exit into the
corridor (T-24 CCR 2-3305 (h)).
b) Louvered doors used in exit corridor (boys and girls restrooms, storage closet,
and custodial closet) shall be sealed with 5/8" type X gypsum wallboard and
finished with sheetmetal.(T-24 CCR 2-3304(c)).
c) The dutchydoor to the Audio -Visual room shall be replaced with a 20 minute
solid core door (T-24 CCR 2-3304(c)).
d) Remove all storage and combustible items from the library exit corridor
(T-19 CCR 3.11).
Multi-purpose Room
a) Provide a five year certification on the sprinkler system located in the
multipurpose room (T-19 CCR 904)
