His license is active and in good standing. One of his employees probably performed the testing and inspection, or they were not informed by Foothill MHP or Dept of Housing what was required for the testing (Flow testing). (a) The department shall adopt rules and regulations that it determines are reasonably consistent with generally recognized fire protection standards, governing conditions relating to the prevention of fire or for the protection of life and property against fire in parks. The department shall adopt and submit building standards for approval pursuant to Chapter 4 (commencing with Section 18935) of Part 2.5 for the purposes described in this section within permanent buildings. The department, in consultation with local firefighting agencies, shall adopt and implement no later than January 1, 2002, regulations that require regular maintenance and periodic inspection and testing of fire hydrants in mobilehome parks. (b) The regulations adopted by the department shall be applicable in all parks, except in a park within a city, county, or city and county that is the enforcement agency and has adopted and is enforcing a fire prevention code imposing restrictions equal to or greater than the restrictions imposed by those building standards published in the California Building Standards Code and the other state regulations adopted by the department. (c) Notwithstanding the provisions of this section, the rules and regulations adopted by the department relating to the installation of water supply and fire hydrant systems shall not apply within parks constructed, or approved for construction, prior to January 1, 1966. (d) Notwithstanding the provisions of this section, a city, county, city and county, or special district that is not the enforcement agency under this part may enforce its fire prevention code in mobilehome parks relating to fire hydrant systems, water supply, fire equipment access, posting of fire equipment access, parking, lot identification, weed abatement, debris abatement, combustible storage abatement, and burglar bars. Before assuming fire code enforcement in accordance with this subdivision, a city, county, city and county, or special district shall give the department a 30 -day written notice. A city, county, city and county, or special district that enforces its fire prevention code pursuant to this subdivision shall apply its code provisions to conditions that arise after adoption of its fire prevention code, to conditions not legally in existence at the adoption of its fire prevention code, or to conditions that, in the opinion of the fire chief, constitute a distinct hazard to life or property. They had called to inform us that they had made the requested repairs to the hydrant system and the system had been retested and passed with "flying colors". Sue wanted to know if she had to submit a copy of the Test Report. To be quite honest I was a little puzzled. I asked if she had received a copy of the letter from the county and she stated "no". Sue had time available and we drove to the park (12-22-2006) to meet and presented her with a copy of our letter. Let me back up a little. To the best of my knowledge, our letter never made it to her. My prior email to you and Steve Fowler must have been forwarded to the Department of Housing and Development (DHD). Sue stated that DHD had contacted her to have the fire booster pump repaired immediately and the system retested and certified. She complied and contracted with Binion" s Fire Protection of Paradise to test and certify the system. This was documented on a Private Fire Hydrant Test and Certification Report with A boxes checked yes. This is not the case. I walked the park with Sue and Larry, showing them grade issues, clearance issues, and damaged caps. Since they had received a clean bill of health from Bmion's and had not yet received our letter they felt they were in compliance. My (Our) main concern with the park besides some hydrant maintenance items was that the fire booster pump would not engage automatically. The flows I calculated from earlier in the year did not meet the standard. This was due to the booster pump. Since that time a smaller booster has been brought back online and may indeed meet the minimum requirements. But Larry stated that the larger fire booster pump was not functioning automatically, and that he would continue to work on it. I feel that Binion's did the MHP a real disservice. They were contracted to test the hydrant system, which they did, but perhaps Bmion's and myself interpret the requirements (Code) differently. Three out of the six items they inspected, I found to be in violation. Not to mention the fact that they did not flow test the hydrants (Or at least document their findings.) which is the main reason for the retest and inion in the first place! How can Binion's determine if the Foothill MHP is in compliance if they do not know if they meet the minimum flow? This leads me to the following questions and comments; I assume our authority to test and inspect hydrants and enforce the code is granted through the CFC? Am I correct in assuming that we have at least adopted the portion of the CFC that applies to hydrants? Or are we acting on behalf of the OSFM as the Enforcement Agency for the Department of Housing and Community Development (As it relates to NW) s)? I assume that the "General Requirements for Hydrant systems" that I found on the Butte County Public Forks webpage, requiring MTP's with up to 150 spaces to have at least 300 GPM is correct and applicable? Do the rest of Butte County's guidelines (Sections 13 to 13.03-3 Fire Standards) also apply? Are we considered to be the enforcing agency for Public works guidelines? Under what code? UBC/CFC/UPC/UFC? Does the DHD possibly have different requirements for the hydrant system than the county? If so who is correct? I am unaware of our relationship with DHD but are Property owner required to contract with a private Fire Protection company to perform hydrant testing and certification? It appears that we already perform this service during our annual hydrant testing and maintenance. Can we certify results for the property owners? Not only does it save the property owner money, but it allows us to protect our interest in a properly functioning hydrant system, reduces hasty, faulty or fraudulent test results and provides superior customer service. My intention is not to make a mountain out of a molehill. However I would like to provide our customers with the service, correct information and advice that they deserve. Respectfully, Christopher Boyd 13.0 FIRE STANDARDS 13.01 Application The type and size of the project dictates the fire department requirements for water. The following matrix will lead the planner/interested party to the specific requirement: WITHIN 1000 FEET OF SUPPLY* 4 OR LESS REQUIREMENT #1 * A pressurized water system is defined as any public. mutual locally formed or private water service jurisdiction having water capable of adequately supplying fire hydrants. LES MORE THAN 1000 FEET FROM SUPPLY* 2.99 ACRES NUMBER OR LESS OF LOTS CREATED SINGLE � 5 OR FAMILY LOT MORE REQUIREMENT #2 RESIDENCE SIZE 3 ACRES WATER OR MORE �QM�MENT #i SUPPLY I REQUIREMENT #3 1 RESIDENTIAL FAMILY, COMMERCIAL, REQUIREMENT #E2 INDUSTRIAL 1 13.01-1 Requirement Class 1 Except for those areas designated as "high and very high" hazards on the hazard severity index map, a pressurized water supply for fire protection will not be required. The developer will install an automatic fire sprinkler system in all new residential structures in accordance with the National Fire Protection Association standard for the installation of sprinkler systems in one and two family dwellings and mobile homes, NFPA Standard 13D. (Res 04-271, 12-14-2004) Subdivisions in those areas designated as ``high and very high'' hazards on the fire hazard severity index where the lot size is less than 10 acres will require a pressurized community water system. 13.01-2 Requirement Class 2 A pressurized community water system is required. See the general requirement section for the hydrant spacing, hydrant size and fire flow requirements. The specific location of the fire hydrants will be made by the fire department in consultation with the developer. 13.01-3 Requirement Class 3 Pressurized water for fire protection is available within 1,000 feet of the created parcels. In lieu of bearing the cost of installing a fire hydrant(s), the developer may pay into the fire department hydrant fund. The amount paid is based on the length of the street frontage of the created parcels. The amount paid is established at $1.72 per frontage foot. 13.02 Timing and Financial Responsibility: These requirements must be met prior to construction of any building on the created parcels. The condition need not be met prior to the filing of the final map. Recreational vehicle and mobile home parks shall be provided with a utility system capable of adequately producing and delivering water for fire demand requirements. A. Duration. The minimum fire flow requirements detailed above shall be sustained for a period of at least two hours. Minimum fire flow requirements are in addition to the area average daily demand. B. Pressure. The water supply system shall be designed to maintain normal operating pressures of not less than 20 p.s.i.g. nor more than 125 p.s.i.g. at the service connection, except that during periods of hourly maximum demand, the pressure at the time of peak seasonal loads may be not less than 15 p.s.i.g. C. Main Size. The distribution system shall be of adequate size and so designed in conjunction with related facilities to maintain the minimum fire flow and pressure required. In no event, however, should the minimum pipe size for new mains be less than six inches in diameter. D. Spacing. In no case shall fire hydrant spacing be more than 800 feet from hydrant to hydrant. E. Location. Fire hydrants shall be attached to the distribution system at locations designated by the responsible fire protection agency. F. Materials and Hydrants. Six-inch fire hydrants in single family residential areas shall be A.W.W.A. approved with one 41/2" and one 2 I/2" NST connection. Six-inch fire hydrants in all other areas shall be A.W.W.A. approved with one 41/2" and taro 21/2" NST connections. Each hydrant gate valve shall be supplied with an 8" valve box with metal cover, set to finish grade, installed to allow operation of gate valve. All hydrants, valves, fittings, pipe and installation shall be approved by the responsible fire protection agency. G. Construction. Fire hydrants shall be installed in accordance with Butte County Public Works Standards 5-27 and the local water agency. H. Shut -Off valves. The distribution system shall be equipped with a. sufficient number valves so located that no single case of accident, breakage or repair to hydrants or distribution will necessitate the shut down of pipe length greater than 1,300 feet. I. Power Backup. Use of a private water system for fire protection purposes will require one of the following acceptable entities to maintain the sy stem : 1. Formation of a Mutual Water Company 2. Formation of a new County Service area 3. Annexation to an existing County Service Area with the same level of service 4. Establishment of an other entity as approved by the Butte County Fire Department B. All new water systems must be constructed to the same standards as the nearest local water purveyor (Mutual Water Company or Public Utility such as Cal -Water, QWID, TID, etc.) to allow for possible future annexation and connection of mains. C. It is the goal of the fire department that adjacent water systems be inter -connected to insure redundancy and reliability, as much as possible. D. After acceptance by the County, all facilities inside a County Service Area will become the property of the County. 13.03-6 Si ns All street signs installed in the State Responsibility Area (SRA) will be in accordance with Standards S-12 and S-13. 5 Note: 1. Granted when we inspected, it was a knock on the door and "Hello, may we maintain and test the system." rather than setting up an appointment in advance. We did receive permission to test the system, but the property manager informed us that the fire pump would need to turned on as it had been disconnected to avoid over pressurizing the water system and damaging the pipe. His concern was that a broken pipe from testing hydrants would also put the park's drinking water system out of service. With public safety in mind, I would like to see the system repaired so that in event of a fire, no special or prior knowledge is required to get adequate water flow from the hydrants. Hydrant #1 has some grade issues originally (too low), but during one of our many trips to the park it was discovered that they had poured a concrete sidewalk right next to it, without correcting the grade, fortunately it is a dry barrel. Hydrant #3 has no stem nut and I was concerned that if I opened the valve, the stem might leave (exit) the barrel. This is a priority repair. Hydrant #10 has recorded issues with a rounded off stem that go back to 2002. This is also a priority repair. Other than these major items, most of the hydrants had small maintenance items such as grade issues, gaskets, or leaky stems. Static pressures in the system ranged from 25 to 50 pounds, with GPM flows from 344 to 530, residual pressures were poor (due to the booster pump not engaging). Without an automatic engaging fire pump, some of these flows do not meet the County Standards (Sec. 13.03-2) and fire fighting efforts would be hampered. I recommend that the pump system be repaired and flows retested. Using data. from 2001 testing, most of these hydrants should be in the 480-900 GPM range.
