Development Plan Summary
• Area 1, 2 & 3
An area of 6,7502000 sq.ft. will be allocated to the development of an 18 -hole
competition grade golf crouse and a super deluxe club house with full accommodation
and catering facilities, With a built up area of about 200,000 sq.ft., the club house will
have first class dinning facilities, conference rooms, hotel style guest rooms, heated
Olympic size in -door pool, sauna and shower facilities, squash courts, bowling alley,
and billiard rooms. All weather tennis courts, a golf driving -range and parking for 50
cars will also be located adjacent to the club house.
• Area 4
An area of 288,000 sq.ft. has been proposed for a neighborhood shopping precinct.
With a built up area of 5 5, 000 sq.ft. the center will house a supermarket and a number
of up market specialist shops. Ample onsite patking(up to 350 Parking Rooms) will be
provided within the shopping precinct.
• Area 5
A 24 -hours general clinic is proposed for this area. The general clinic will have a built
up area of 13,000 sq.ft. occupying a site of 60,000 sq.ft.
• Area 6
Located in this precinct will be a marina (with gas station) and eight high class
restaurants. Also included are one cafe and a ovine bar. An area of 3 00, 000 sq. ft. has
been allocated. Built up area will be about 80,000 sq. ft.. Up to 100 parking Rooms
will be provided in this area, as will be a fully equipped fire -station.
• Area 7
An area of 100,000 sq.ft. has been set aside for a nursery and kindergarten, Floor
space will be about 15,000 sq.ft. .
• Residential Area A to E
Occupying an area about 6,300,000 sq.ft. , the rensidential precincts will house around
1,600 residents over a total built up area of 1,537,000 sq.ft. .

The Butte County Development Services Department has received a request for a pre -
development conference, for North American Guan Yin Pu Sa Inc., regarding a proposed
residential resort project, which may include a General Plan Amendment to Low Density
Residential and Commercial, a rezone to R-1 (or higher density) and Commercial, a
development agreement, and/or a specific plan. The proposed residential resort project
would consist of the following elements:
• 480 dwellings of various types
• 18 -hole competition grade golf course with club house and motel
• 55,000 sq. ft. neighborhood shopping center
• 80,000 sq. ft. waterfront restaurant precinct, including eight restaurants, cafe,
wine bar, fire station, and a gas station
• Child care/nursery/playground facilities
• 24-hour general medical clinic
• Swimming and tennis centers
• Boat docks
Please refer to the attached "Development Plan Summary" provided by the applicant for
additional information on the proposed uses. The application indicates that sewage
disposal would be handled by a sewer system and domestic water supplied via a public
water system.
The project site is located at the north end of Bell Ranch Road, approximately 2 miles
north of Oroville-Quincy Highway (SR -162), southwest of Berry Creek, and is identified
as APN 061-480-001. The project site is zoned U (Unclassified), and has split General
Plan land use designations of Agricultural Residential (western portion) and Timber
Mountain (east portion). The project site is located within deer herd critical winter range.
The purpose of the pre -development conference meeting is to inform the applicant of
local or state requirements that may apply to their project. This allows the applicant to
incorporate those requirements into the design of the project when the actual project
application is submitted.
