2. Give background of circumstances
a. started in 1972 as Southgate Industrial Unit 1, no fire dept
input. Currently the developed industrial complex as we know
it today.

2 fire hydrants and water system installed to provide water
for unit 2.

3. State purpose of meeting:
The purpose of this meeting is to talk about lower fire
insurance rates, formulate the needed requirements for the
water system easements, discuss possible new fire hydrants, and
get a feeling of the owners assurance of voting a maintenance
fee for the system.
4. Solicit comments and suggestions from audience
5. Identify process to take to accomplish goals:
a. easements for the fire protection system
b. form a 3rd benefit assessment zone (commercial only)
c. get voter assurance on the future maintenance fee

In an attempt to solve the current problem in the CSA we are
offering the possible solution.
1. Accept the fire protection system as is.
2. Allow Baldwin Contracting to deed the easements over to the
County.
3. Allow contractors (Rausser and Ramsey) to install 3 fire
hydrants on the water main to cover all the current busi es es
in the Industrial Park. (At $2500 per hydrant) 6�c.-Q-

4. Allow the voting process to continue and establish a zone
3 for the Industrial Park only for the time being. The annual
rate would not exceed $324.25 per parcel for the first year
and would probably drop the following year depending on the
annual costs of maintenance. As new development takes place
the cost per parcel will drop.

Because of Proposition 218 and the Board of Supervisors
decision, only CSAs #90, 128, 149, 163, and 165 will have to
be voted on by the residents of people receiving the benefits.
The Board has set April 22 as the day for public protest if
any, and therefore had to have the total $ for these CSAs 2
weeks ago to meet the time schedule. The total amount of money
for these 5 CSAs probably cannot be increased but the
individual item amounts can be switched around if needed. Ron
McElroy of Public Works took the previous dollar amounts and
added $500-v00 to the 580 fund "Appropriations for
Contingencies" to hopefully cover any increases in the future.
I added class 540 "small tools" to several of the other
CSAs to cover purchases of test equipment and hand tools.

COUNTY SERVICE AREA (CSA) #90 ZONE 3
SOUTHGATE ACRES
We, the undersigned, petition the Board of Supervisors to hold another ballot
proceeding to approve an increased service charge and establish CSA #90 Zone 3
(Southgate Acres) for fire protection. We understand that if this ballot proceeding is
successful, we will be able to install additional hydrants, connecting to the existing
system to receive additional fire protection services, and hopefully to obtain a
reduction in our ISO rating and a corresponding reduction in fire insurance premiums.
The subdivision was built in 1972, and CSA #90 was established in 1985. We
understand that the total annual service charge for fire protection, within Zone 3, will
not exceed $324.25 per parcel, per year, (534.38 existing plus $289.87 new). That
charge is approximately $24.16 per month.
This ballot proceeding is necessitated because of the passage of Proposition
218, which requires a vote of property owners to authorize increased service charges.

January 27, 1998, for the establishment of a new maximum service charge, is on

et seq., the following is a report identifying each parcel receiving extended service

Agenda for CSA 90 meeting on November 19, 1997:
1. Introduction of all present
2. Give background of circumstances
a. started in 1972 as Southgate Industrial Unit 1, no fire dept
input. Currently the developed industrial complex as we know
it today.
b. several residential subdivisions off Entler required fire
hydrants, mitigated to swimming pool connections for unit 1,
2 fire hydrants and water system installed to provide water
for unit 2.
1) unit 1 sub. originally requested on 7-6-77
2) unit 2 sub. originally requested on 2-6-80
c. CSA 90 formed 4-2-85.
3. State purpose of meeting:
The purpose of this meeting is to talk about lower fire
insurance rates, formulate the needed requirements for the
water system easements, discuss possible new fire hydrants, and
get a feeling of the owners assurance of voting a maintenance
fee for the system.,
4. Solicit comments and suggestions from audience
5. Identify process to take to accomplish goals:
a. easements for the fire protection system
b. form a 3rd benefit assessment zone (commercial only)
c. get voter assurance on the future maintenance fee
