Description of Anticipated Site Conditions (12 months from date of estimate) The mine is located on State‐owned land. The mine became idle in May 2002 and is subject to an Interim Management Plan (IMP). The IMP on file with the County was renewed for an additional five years on July 21, 2016. Site disturbance is approximately 39 acres, of which a mining pond covers approximately 27 acres and a plant site/stockpile area covers approximately 12 acres. The majority of the 27‐acre mining pond has been mined from the surface to approximately 25 feet below water level with slopes of 1H:1V or flatter. Slopes above water have been developd to 2H:1V, consistent with reclamation plan requirements. The 12‐acre plant/stockpile area is essentially level with several small aggregate stockpiles. The Operator never erected a processing plant or settling ponds on‐site. There is currently no equipment on‐site. During an inspection of the property in 2002, the County found that historical mining had encroached onto a 100‐foot buffer area on the east side of the mine that separates it from another separately permitted State‐ owned mine property. In 2006, the operator worked with the State Department of Water Resources to amend the State gravel extraction lease agreement and obtained County approval of a minor modification to the Reclamation Plan (MIN 86‐38) to reflect the mining encroachment. No further mining occurred in that area. No changes to existing site conditions are anticipated in the next 12 months. This FACE has been reduced slightly based on a small reduction in Section IX monitoring costs, which reflect three years of revegetation monitoring. Lead agency costs are separately accounted for in Section XI(E) of this FACE. The reclaimed condition of the property will include a large pond and leveled former plant site/stockpile area. The primary reclamation activity involves decompacting and grading the 12‐acre plant site/stockpile area to a level contour with a D‐8R bulldozer. A 4,000 gallon, self‐loading water truck will be used for dust control during bulldozer operation. The finished surface contour will be similar to the adjacent level areas in the dredge tailings. The area has excellent drainage and permeability characteristics and therefore no erosion control will be required during reclamation. Import of materials is not necessary for reclamation. The main access road across the site will not be decompacted as it is intended to continue to provide access to the property. D‐8 bulldozer production: based on on‐site experience, decompact, grade and level to final contour at 0.5‐acre per hour. The 12‐acre plant/stockpile area is essentially already level with the exception of several small aggregate stockpiles. The site groundwater fluctuates approximately four feet during an average year (excluding flood events), and existing riparian species have adapted and flourished in this environment. The end use is wildlife reserve, which would also support public recreation as part of the Oroville Wildlife Area. The reclaimed condition of the property will include a large pond and leveled former plant site/stockpile area with riparian vegetation. Riparian species plantings will be patterned after the existing riparian communities of cottonwood (Populus fremontii) and red willow (Salix laevigata) trees. Volunteer communities may also establish, such as cattail (Typha Latifolia and T. domingensis), cottonwood, and red willow. In the event that the survival of plantings is less than 60%, additional plantings will be made utilizing cottonwood and red willow trees procured from a local landscape company, such as Cornflower Farms (see Attachment 3, Quote for Planting Materials). Locally grown species will be given priority in the procurement process. The perimeter toe of the approximately 27‐acre mining pond will be populated with cuttings from on‐site cottonwood and red willow trees. Cuttings will be installed using manual labor only. No equipment, other than a pick‐up truck for landscape laborers, is required for this task. The cuttings will be planted along the shoreline similar to locations of existing tree communities on the southwest bank of the pond. Trees will be randomly placed as individuals or in clusters with a spacing of less than 50 feet, targeting 30‐foot centers. Cuttings will be collected and planted while they are dormant, usually from mid‐December through February. The cuttings are most likely to root if taken from young plants or vigorous young suckers. The size of the cuttings may vary from 1/2 to 2 inches in diameter and from 2 to 4 feet in length. First and second year stems of approximately 3/4 to 1 inch are reported to work best. Cuttings will be thrust inserted into the ground at the pond shoreline by hand with at least 2/3 of the cutting below ground level. Cuttings may also be inserted diagonally into the ground.
