HomeMy WebLinkAbout19-294Resolution No. 19-294 RESOLUTION CONTINUING THE PROCLAMATION OF LOCAL EMERGENCY JUNE 2019 PUBLIC SAFETY POWER SHUTOFF (PSPS) AND EXPANDING LOCAL EMERGENCY TO INCLUDE SEPTEMBER AND OCTOBER 2019 PSPS EVENTS WHEREAS, Section 8-5 of the Butte County Code empowers the Chief Administrative Officer to proclaim the existence, or threatened existence of a local emergency when said County is affected, or likely to be affected, by a local emergency and the Board of Supervisors is not in session; and WHEREAS, on June 8 through June 9, 20191, the Public Safety Power Shutoff (PSPS) occurred and impacted approximately 25,000 customers in Butte County. The PSPS was initiated by Pacific Gas and Electric (PG&E) at approximately 9:00PM on June 8, 2019 until power restoration was completed at approximately 6:OOPM on June 9, 2019; and WHEREAS, critical facilities and operations of said County such as the Jail, Juvenile Hall, communication towers, and 9-1-1 dispatch, even though backed up by generators, were negatively impacted, and some critically impacted, by the June 8 through 9 PSPS Event; and WHEREAS, the June 2019 PSPS event led to disruption of critical operations. Impact to critical operations could lead to extreme peril to the safety of persons and property; and WHEREAS, on June 8, 2019, Butte County Chief Administrative Officer Shari McCracken proclaimed a Local Emergency in Butte County, which proclamation was ratified by the Board of Supervisors on June 11, 2019; and WHEREAS, on September 23, 2019, PG&E initiated PSPS Alpha around 5:00 PM which impacted approximately 12,100 customers of which 902 were Medical Baseline customers in Butte County. Power was restored to most customers in Butte County on September 24, 2019; and WHEREAS, on September 25, 2019,,PG&E initiated the PSP,S Bravo around 2:30 AM which impacted approximately 35,0100, customers of which 1,800 were Medical Baseline customers in Butte County. Power restoration was completed to most customers in Butte County by around 1:00 PM on September 26, 2019; and WHEREAS, on October S, 2019, PG&E initiated a PSPS around 10:00 PMI which impacted approximately 11,000 customers of which 650 were Medical Baseline customers in Butte County. Power restoration was completed to most customers in Butte County by around 4:30 PM on October 6, 2019; and WHEREAS, on October 9, 2019, PG&E initiated a PSPS around 1:00 AM which impacted approximately 32,000 customers of which 2,000 were Medical Baseline customers in Butte County. Power restoration was completed to most customers in Butte County by around 9:00 PM on, October 11, 2019; and WHEREAS, on October 23, 2019, PG&E initiated a PSPS around 2:00 PM which impacted approximately 18,000 customers of which 1,300 were Medical Baseline customers, In Butte County. Power restoration was completed to most customers in Butte County by around 12:00 PM on October 24, 2019; and WHEREAS, on October 26, 2019, PG&E initiated a PSPS around 4:00 PM which impacted approximately 22,000 customers of which 1,400 were Medical Baseline customers in Butte County. The all clear for this event was not given until 6:00 AM on October 28, 2019. Power was restored to 61% of Butte County before the October 29th event; and WHEREAS, on October 29, 2019, PG&E initiated a PEPS around 4:16 AM which, impacted approximately 16,000 customers of which 1,1010 were Medical Baseline customers in Butte County, Power restoration was completed to most customers in Butte County by around 6:42 AM on October 31, 2019; and WHEREAS, locale Butte County schools and the Butte -Glenn Community College were impacted by the PSPS Alpha and Bravo events, and a portion by the October 2019 events; and WHEREAS, the PSPS, events in 2019 are adding additional burdens to residents, private businesses,, and public agencies by negatively impacting financial and human resources that are already stretched thin due to the 2018 Camp Fire, as well as the economic recovery of businesses already struggling in the Camp Fire area; and WHEREAS, Butte County has incurred unanticipated costs due to the PEPS events in 2019. NOW THEREFORE, BE IT RESOLVED that the Proclamation of Local Emergency in Butte County due to the June, September, and October 2019 Public Safety Power Shutoffs shall be deemed to continue to exist until its termination; and IT IS FURTHER RESOLVED AND ORDERED, that the County of Butte requests the State of California make available assistance underthe California Disaster Assistance Act or any other state funding, and to expedite access to federal resources and any other appropriate federal disaster relief programs; and IT IS FURTHER RESOLVED AND ORDERED, that Cindi Dunsmoor, Emergency Services Officer of the County of Butte, is hereby designated as the authorized representative of the County of Butte for the purpose of receipt, processing, and coordination of all inquiries and requirements necessary to obtaiin and make available assistance under the California Disaster Assistance Act or any other state and/or federal funding and to expedite access to federal resources and any other appropriate federal disaster relief programs. vote: PASSED AND ADOPTED by the Butte County Board of Supervisors this 19th day of November, 2019, by the following AYES: Supervisors Connelly, Lucero, Ritter, Teeter, and Chair Lambert NOES: ATTEST: Shari McCracken, Chief Administrative Officer and Clerk of the Board of Supervisors By: Deputy Steve LambeOair Butte Countloard of Supervisors
