HomeMy WebLinkAbout19-301WHEREAS, the Butte County Board ofSupervisors through the Department mfPublic Works is responsible for the
execution of State and Federal Aid funded project(s); and
WHEREAS, the provision of Title 23 of the Code of Federal Regulations section 172.5(b), sub recipients shall
develop and sustain organizationa!l capacity and provide the resources, necessary for the procurement, management, and
administration of engineering and design related consultant services, reimbursed in whole or in part with Federal -Aid
High*a�VProgram Funding asspecified inTitle 23ofthe United States Code section 10G(g)(4XA);and
WHEREAS, Title 23mf the Code of Federal Regulations section 172.5(b)(1) requires sub recipients to adopt written
policies and procedures prescribed by the awarding State Transportation Agency for procurement, management, and
administration mfengineering and design related consultant services in accordance with applicable Federaland State laws
and regulations; and
WHEREAS, the State of California Department of Transportation (Cal�tnams) has developed the Local Assistance
Procedures Manual (LAPM), Chapter 10,, Consultant Selection which sets forth policies and procedures for procurements
and managements of contracts for engineering and design related consultant sen/ices contracts on federal and state
funded transportation projects toensmrecomnp|UancevulthappUcab|eFedena|andState|avvoandreguXaiions; and
WHEREAS, LAPM Chapter lO, Consultant Selection, describes the consultant selection and, procurement process
local agencies must follow to maintain eligibility for federal and state reimbursement; and
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors hereby ADOPTS Caltrans LAPM
Chapter 1O,Consultant Selection, and anyupdates thereto, for use inthe procurement ofengineering and design related
consultant services for state and federal aid funded projects initiated by the Department ofPublic Works.
