HomeMy WebLinkAbout19-302WHEREAS, on April 13, 2010, the Board of Supervisors authorized staff to work in cooperation with the other
counties to secure funding for the Northern Sacramento Valley Integrated Regional Water Management (NSV IRWM)
planning effort; and
WHEREAS, on September 28, 2010,the Board of Supervisors approved Resolution Regarding the Appointment and
Tenure of the Butte County Appointments to the Northern Sacramento Valley Integrated Regional Water Management
Governing Board (NSV Board); and
WHEREAS, on April 26, 2011, the Boardof Supervisors authorized appointments to the Northern Sacramento
Valley Integrated Regional Water Management Plan Technical Advisory Committee (NSV TAC); and
WHEREAS, on November 14, 2017 the Board of Supervisors appointed Dr. Christina Buck, Assistant Director of the
Department of Water and Resource Conservation (Department) to the NSV IRWM Technical Advisory Committee; and
WHEREAS, on August 27, 2019.the Board of Supervisors directed Department staff to accept proposed changes
to the NSV IRWM Board Bylaws; and
WHEREAS, there is currently funding available under the IRWM Implementation Grant Program pursuant to the
Water Quality, Supply, and Infrastructure Improvement Act of 20,14 (Prop 1) (Water Code Section 7'9700 et seq.); and
WHEREAS, local project sponsors in the NSV IRWM region have coordinated with the Department to prepare
application materials for projects meeting the eligibility requirements of the Prop 1 grant program; and
WHEREAS, the majority of the projects and proposed funding are located in Butte County; and
WHEREAS, on February 3, 2019 the NSV IRWM Board appointed Butte County as the grantee; and
WHEREAS, project proponents participated in a Pre -Application Workshop on September 13, 2019 to receive
feedback on their proposals from the Department of Water Resources; and
WHEREAS, a requirement for submitting an application for the grant funding is a resolution designating an
authorized representative by the applicant's governing body to file an application for funding and to enter into an
agreement with the State of California to receive such funding.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Butte County, authorize that proposal
be made to the California Department of Water Resources to obtain a Round 1 Integrated Regional Water
Management Implementation Grant pursuant to the Water Quality, Supply and Infrastructure Improvement Act of
2014 (Water Cade § 79700 et sect.), and to enter into an agreement to receive a grant for the Northern Sacramento
Valley IRWM Proposal. The Director of the Department of Water and Resource Conservation, or designee, is hereby
authorized and directed to prepare the necessary data, conduct investigations, file such proposal, and execute a
grant agreement with California Department of Water Resources.

following vote.
