WHEREAS, Tim SmeN[ngs Development Services Dlirectur,announced his retirement effective December 27,2019;
WHEREAS, Tim has worked inpublic service for Napa County, Nevada County, Yuba County, and Butte County for
a total of 35 years; and
WHEREAS, during his 14 years ait Butte County Department of Development Services, he led great improvements
topolicy and processes; and
WHEREAS, Tim led Butte County's first comprehensive update to the County Genera I Plan and Zoning Ordinance;

WHEREAS, Tim, a Christopher Cross fan, used (ad nauseam) the hit 1980s single "Sailing" as an introductory
theme at countless General Plan meetings, during which Butte County "Charted a Course" and made several "course
corrections" in the process of successfully adopting the County's new General Plan; and
WHEREAS, throughout this process Tim understood the importance of good refreshments including cookies to
make people happy and help bring them together in, discussing Butte County's future; and,
WHEREAS, Tim participated in hundreds of meetings on behalf of the citizens of Butte County,often facilitating
between opposing viewpoints, where Tim was always eager to address the most difficult of issues head-on with humor
and professionalism; and,
WHEREAS, through Timi'sexemplary leadership, the staff ofthe Department ofDevelopment Services prospered
and delivered exemplary customer service to the people of Butte County; and,
WHEREAS, he was successful in proposing innovative zoning tools, including overlay zones, and most of those
were approved by the Board; and
WHEREAS, under his leadership, the Department has received numerous awards recognizing professional
achievements of the Department; and
WHEREAS, Tim has been, recognized for his imany professional contributions in both the environmental health and
planning arenas. He is likely the only person to separately serve as President of the California County Planning Directors
Association, President of the California Conference of Directors of Environmental Health, a!nd President of the California
Association of Environmental Health Administrators during his public service career. Equally rare, he appears to be
WHEREAS, during his tenure with Butte County, he was the recipient of the California State Association of Counties
2012 Circle of Service award, the 2019 California Chapter of the American Planning Association Planner Emeritus Network
Award of Honor and is a member of the California Planning Roundtable; and
WHEREAS, with his sharp mind, quick wit, and a healthy dose of movie quotes, Tim consistently showed tireless
dedication to serving the public; and
WHEREAS, Tim announced his retirement in 2018, then retracted the retirement, set aside his personal plans to
guide the Department another year and hellp with the Camp Fire recovery efforts.
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors, on its own behalf, and on behalf
of the residents of the County of Butte wishes to express to Tim, Snelllings sincere appreciation for his dedication and
outstanding service rendered to the residents of the County of Butte, and further wishes him warmest regards upon his
retirement as he charts this exciting new course with his family.
NOW, THEREFORE BE IT FURTHER RESOLVED that the Board of Supervisors, gladly retires the use of any songs in
the Board Chambers that contain any phrase with the word "sail" in Tim's honor.
