Owner Proposed Use: Antique Store with sales of handcrafts (use existing structure).
Some minor furniture repair
Existing Structure – Approximately 4,000 square feet
No proposed changes to existing floor plan.
Parcel Size: 2.27 acres
Property adjacent to, but not connected to TWSD (Thermalito Water and Sewer District)
Departments Comments
Planning Zoning – GC (General Commercial)
Zoning allows retail sales as permitted uses.
Parcel is in an “Urban Area”.
Parcel is in the “D” Compatibility Zone of the Oroville Municipal Airport.
Parking in front along SR 162.
Proposed use will need to meet parking requirements per Zoning Code Article 19 (Parking and
Loading) and Article 21 (Landscaping).
Landscaping adjacent to SF 162. (Applicant asked if planter boxed could be adjacent to the PGE
utility pole. Caltrans would not accept planter boxes in, or along the right-of-way.)
- A 10-foot wide landscaping area is required per 24-95(B.)(6.)(a.)(1.)
Required landscaping is 5% of parking area – 24-95(b.)(6.)
Parking for Retail, General is 1 space per 300 square feet.
Signage will need to meet requirements per Zoning Code Article 20 (Signs). Signs may or may
not require an Administrative Permit/
Building Building Code Analysis/Occupancy Type - Work with design professional
Can existing improvements be partitioned off from the store
Storage container will need a building permit
Accessibility requirements – path of travel from parking to entrance
CASp review for accessibility recommended. Disabled Access (ADA) – always need to comply
with federal requirements (have certified access professional walk through the building to
determine compliance – CASp (DSA Website)
With improvements to the buildings, 20% of the cost of improvements needs to be spent on
accessibility. If not improvements are required, accessibility improvements are not required.
Tenant improvement permits are required when modifying the existing structures and/or a change
of use occurs.
Change of use/occupancy – work with design professional to prepare a code analysis.
Unpermitted improvements – kitchen and interior modifications – from Victory
Village/Transitional Housing
Provide floor plans so these areas can be evaluated for accessibility and continuity for use in the
retail occupancy or remove the renovations without a building permit back to the original state.
Public Works No issues with drainage unless the project adds additional impervious area
Parcel not in an identified Flood Zone.
SW Corner appears to be in the Feather River Floodway. If you add more square footage, need to
contact the CVFCB for possible permit.
Parcel is located within an “Urban Area”, so frontage improvements (curb, gutter and sidewalks)
are typically required.
Access road is on a State Highway. Road frontage improvements are governed by City of
Oroville. Any working within SR 162 right-of-way requires encroachment permit from CalTrans
No issues with additional permits being issued, based on previous development permits.
Environmental Health Potable Water Supply
Current well is acceptable for potable supply
Onsite Wastewater
Current wastewater system allows for a max of 7 employees, or 100 gpd. Because of the type of
soil on this site, future expansion of the system is not likely.
If you choose to connect to sewer/water, the TW&SD main is located in SR 162. You will need to
work with Caltrans for an encroachment permit prior to connection.
Hazardous Waste
Furniture repair (light repairs) – Please contact EH Hazmat staff to determine if type and quantity
of chemicals stored on-site will require a Hazardous Materials Release Response Plan
(HMRRP/Business Plan).
Cal Fire/Butte County Fire Fire extinguishers
Access for fire
Keep storage of merchandise under a certain height
Cal Trans Work within Caltrans Right-of-Way (ROW); will require encroachment permit for any work
within their ROW
Long-term plans for future widening of SR 162.
- Dedication requirements (if needed) nay be triggered through site plan review.
No fixed objects adjacent to SR 162 (e.g. landscape boxes) within the clear recovery zone.
Signage location and type (lighted) are limited along State ROWs. Any freestanding signs need
to be coordinated through Caltrans
Need to see site plan for ingress/egress for parking. Possible striping for direction in the parking
area.
If frontage improvements are required by City of Oroville, a commercial driveway approach may
be required.
Economic Coordinator Assist with business services (provided brochure); employee hiring/training
Financing - when businesses or non-profits are in need of financing, and for whatever the reason
do not fit the mold for traditional commercial financing, we typically send them to a local
economic development corporation, 3CORE EDC, to see if they may be able to assist.
