Wild West Zip Line & Events Facility
APN: 035-500-034 & -035
Owner Richard Hallett proposes a zip line and outdoor event venue (in the barn in phase 2) at 11258 Nelson
Bar Road (APN 058-500-034 & 035). The applicant proposes to
1. build a zip line tour of approximately 11 zip lines
2. improve & remodel existing 2,400 sf workshop to serve as a welcome center with
food & beverage service
3. build a new 3,800 + sf events center to accommodate weddings and other special
events
4. construct an "adventure park" for children's entertainment
5. provide parking for all activities
6. improve existing leach field to serve fully developed project Employees are trained in environmental education. 47 parking spaces. The site is in the FR-5 zone. A
Conditional Use Permit for commercial recreational, outdoor uses is requested to permit the zip line.
The special event facility may be permitted concurrently with the use permit, or as separate MUP.
Applicant may want an LLA to place zip line on one parcel. Average 125 people per event.

Planning • Zoning –FR-5 (Foot Residential, 5-acre minimum parcel size) allows outdoor recreation, eg the
zip line, with Conditional Use Permit approval.
• BCC 24-175.2 Special Event Facilities are allowed with a Minor Use Permit.
• Include any additional signage in application, as it can ‘piggyback’ on CUP application
• Upon application, staff will forward site plan to noise consultant to determine whether noise study
is required. Please indicate distance of adjacent residences to the zipline, welcome center, or

Building • Owners to check about disabled access for design. Parking lot to welcome center to other
facilities should be handicapped accessible.
• Permits required for all structures including zip lines and playground, or modifications to barn.
• Accessibility requirement for any area of the business where the general public will enter (i.e.
office, shade structure, parking, counter area, bathroom). Form DPC-1.
• Accessible bathrooms must be provided.

Public Works • Not in flood plain.
• Nelson Bar Road is county-maintained road. The driveway approach from the site needs to be
paved, coming into project with adequate site distance at Nelson Bar Road.
• Improvement plan with drainage calculations are needed to show how drainage will be handled for all improved impervious areas.
• Submit site improvement plan prior to building permit for all areas to be improved. Document
area to be disturbed for Development Services CEQA review for Use Permit.

Environmental Health • EH cannot confirm at this time whether or not water supplied from the spring or existing wells
can be used for potable supply. Sampling from the source proposed for use will be required, and
the defined use/type of facility and people served will be a factor in determining how best to
proceed. Elaine McSpadden can help identify water supply requirements.
• Existing septic system may not be adequate for use(s) proposed.
• For special events where food is served, please provide EH with proof that only permitted
caterers or mobile food facilities will be used. As the business expands and possibly begins to
