Departments Comments
Planning ** • Zoning - GC (General Commercial)/NCSP (North Chico Specific Plan)
• Proposed use (Butte Humane Animal Shelter) is considered Animal Services. The uses described are uses that either are permitted or would need a Conditional Use Permit.
• Will need to determine parking (need for a parking demand study) in order to reduce number of
parking spaces below that required by code and parking area landscaping requirements.
• Site includes two parcels. Parcels were created by a LLA.
• An estimate on impact fees for the proposed development (e.g. Chico Urban Area Traffic Impact
Fees) can be provided and will be based on the types of use and square footage. Discussion with

Building • Use California Building Code
• Need to work with registered design professional on preparing plans – in compliance with green code and accessibility.
• Design professional to account for ADA access for all areas of the project
• Employee accessibility – Pathways/accessibility to public way

Public Works ** • Parcel is located in the North Chico Specific Plan Area and Chico Urban Area
• The NCSP road improvements for Garner Lane would not require curb, gutter and sidewalks.
• Esplanade is located in the Chico Urban Area, but outside the NCSP area. Curb, gutter and
sidewalks normally required. May not require them, will need to confirm.
• All new access drives (onto Garner or Esplanade) will require encroachment permits. Encroachment standard would be an S-31 Private Driveway Standard.
• Parcel is not in a flood zone
• Drainage – Can’t increase peak flow runoff over pre-project levels. If additional impervious surface is added, engineered plans and calculations will be required to show how storm water will be detained or retained onsite and/ or conveyed to the nearest natural or publicly maintained drainage facility such that there shall be no increase in the peak flow runoff. Possible use of leach
trenches to address peak storm runoff may be allowed.
• A drainage impact fee will apply to areas of bare ground that are covered with an impervious surface. The current fee is $0.3204 per square foot of coverage.
• A traffic impact fee will apply to the project. Impact fees are due for both the NCSP area and the
Chico Urban area. The fees are due at time of building permits.

Environmental Health ** Onsite Wastewater The requirements of the State Water Resources Control Board/Regional Water Quality Control Board are unclear at this time. County Administration and Environmental Health staff will continue to work with RWQCB staff to determine the parameters within which this project may proceed. Additionally, there are variables at play with the City of Chico and potential requirements for sewer connection. The applicant will be provided with further details as they
become available.
Potable Water Supply Multiple wells on property. EH has info on wells for two of five parcels. Need to determine other wells on site. Will need to know how many employees/volunteers and guests on site for more than 6 months
per year. This will determine what type of community water system is needed (Regional Water Quality Control Board), and specifications for new well to serve that use. Consumer Protection/Food – oversees/permits the following: Public water system Kitchen facilities/Food Service

Cal Fire/Butte County Fire • Occupancy type/square footage sprinklers will be required
• No fire hydrants near the property
• Occupancy type of buildings will determine water storage requirements
• NFPA 1142 – Standard (areas without fire hydrants) Formula – Bldgs/use/square footage (volume) will determine water storage requirements
• Tank type – elevated could eliminate pump requirement

Economic Coordinator ** • The County is a member of the Statewide Community Infrastructure Program (SCIP), which allows developers to finance development impact fees and development costs for infrastructure
required for the development to occur.
• The Butte County Code includes language in Section 1-18 stating the Board of Supervisors may waive fees as permitted by law if the applicant is a public entity or nonprofit charitable organization or if the Board finds it is in the public interest to do so. Government Code Section 66001 in regards to development impact fees requires any fee waiver to have a corresponding
